SUMMARY



Paragon Professional Services, Inc., a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Program Management Analyst II for the Department of State. The Department of State, Office of Logistics Management, Office of Program Management and Policy (A/LM/PMP) requires a support contractor to provide administrative, professional, and technical staffing services. strong project management, analytical thinking, and problem-solving skills. Conducting research, analyzing data, identifying trends, and preparing reports. Determining program requirements and making recommendations.

Responsibilities




ESSENTIAL DUTIES & RESPONSIBILITIES

This position is a high-level position that will support high level government officials.


The successful candidate should be strong in project management, analytical thinking, and problem-solving. Conduct research, analyze data, identify trends, and prepare reports. Determine program requirements and make recommendations.

  • Analyzing, evaluating, and improving efficiency of internal administrative operations and policy determinations
  • Conducting ongoing analysis of programs and for long-range planning
  • Managing and accessing complex programs to ensure relevance and value.
  • Proposing changes to enhance benefits offered in various programs.
  • Recommending and proposing management plans to administer the programs.
  • Draft statements of work and assist management with the monitoring of executed contracting tasks.
  • Assist in analyzing and improving knowledge of management processes and procedures and/or office programs.
  • Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
  • Develops reports, letters, and other documents for management programs, policies, and activities.
  • Research and use government and private sector best practices to measure and improve customer service, approval workflows, and processing timelines.
  • Analyze many financial, program planning, bilateral, and program evaluation documents for standard and ad hoc reports, as needed.
  • Performs administrative and financial analysis; and makes recommendations for changes and improvements.
  • Provides research, spreadsheet development, data collection, and analysis to the program office.
  • Prepares reports such as monthly, quarterly, cumulative semi-annual and cumulative annual reports.
  • Provides day-to-day support in diverse program activities and projects.
  • Performs other related duties as assigned.
  • Develop and maintain strong relationships through excellent customer service skills, project management knowledge, and a related understanding of the program office needs and mandates.

Employees require infrequent supervision and is expected to work independently according to established policies and accepted practice.

Qualifications




QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

  • A bachelor's degree from an accredited institution and two (2) years of related experience.

  • US Department of State experience preferred.

  • Ability to communicate effectively orally and in writing; sufficient to draft action and info memos, congressional testimony, press guidance and congressional and general correspondence.

  • Advanced knowledge using Microsoft Office Suite.

  • Familiarity in developing project and program plans, goals, objectives, and milestones involving complex programs, systems, or issues of critical importance to the entire organization.

  • Knowledge in assessing project progress, conducting briefings, and preparing comprehensive reports with solutions and recommendations for top-level managers and executives.

    • Must be a self-starter and motivated to stay on top of tasks.
    • Must be organized and detail oriented.
    • Must have a Secret Clearance

    Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.
