@Orchard LLC is supporting a growing Federal contractor with strength in Financial and Budgetary Management, Data Analytics, Data Management, IT Infrastructure, Change Management, and other related solutions, emphasizing supporting the Department of Defense. Our client has several openings for experienced Federal Accounting & Audit Consultants with a strong background in accounting, audit readiness, and the ability to perform detailed analyses and reconciliations. This role involves working closely with various stakeholders across the US Army client to deliver financial accuracy, compliance, and process improvement.
As the Federal Financial Accounting & Audit Consultant, your responsibilities will include:
General Overview: Identifying and addressing gaps in the government client's business processes, validating corrective actions, and providing financial management training.
Reconciliations: Support the development, implementation, performance, and validation of reconciliations using supporting transactional data from ERP systems and advanced analytics platforms. Coordinate with stakeholders to resolve variances identified within reconciliations. Assist with the automation of manual processes associated with these reconciliations.
Risk Assessment and Internal Controls: Perform risk assessments and identify internal controls. Design and implement corrective actions to address audit risks. Develop risk and control matrices (RACMs) and end-to-end process mapping. Financial Reporting: Review key supporting documentation and perform process walkthroughs. Identify and remediate control/process gaps related to FS line items, account balances, and classes of transactions. Generate supporting documentation and develop training materials for personnel.
Audit and Compliance: Ensure compliance with federal accounting standards (FASAB) and GAAP. Address material weaknesses identified by Independent Public Accountants (IPAs) and propose remedial actions.
Collaboration and Communication: Develop and present training materials to personnel across different locations. Provide \"Get Well\" plans and improvement strategies based on identified deficiencies.
Technical Specifics:
The Army is focused on establishing accurate opening balances for Plant, Property, and Equipment (PP&E), including Real Property (RP), on their annual financial statements. This initiative addresses a material weakness identified by an Independent Public Accountant (IPA) related to RP, ensuring compliance and accuracy in financial reporting.
Review, evaluate, and verify Key Supporting Documentation crucial to substantiating data elements for revaluation.
Perform process walkthroughs and detailed assessments of Real Property processes including acquisitions, physical inspections, and disposals.
Identify and Remediate Control/Process Gaps by recognizing deficiencies in current processes and controls, and proposing and implementing remedial actions.
Generate documentation based on findings to support recommendations made to previously inadequate documentation.
Create training materials and deliver sessions to ARNG personnel across the 54 States, Territories, and District of Columbia.
Collaborate with individual facilities to devise improvement strategies based on identified deficiencies.
Investigate and recommend best practices for ongoing RP management post-revaluation.
Requirements:
Must be a U.S. Citizen.
Must have an active or interim Secret Clearance.
Must have a Master's Degree in Accounting, Finance, Information Technology, or Business Management or a Bachelor's Degree in Accounting or a business discipline with an accounting certificate and CPA, CISA, PMP, CGFM or, CDFM.
Must have at least 4 years of experience with federal financial management.
Must have at least 2 years of federal accounting experience.
Must have experience in performing risk assessment and identifying internal controls.
Must demonstrate knowledge of federal accounting standards (FASAB) and GAAP.
Strong analytical skills and attention to detail.
Excellent communication and presentation abilities.
Ability to work independently and collaboratively in a dynamic team environment.
Ability to travel up to 50% of the time, visiting ARNG facilities across the 54 States, Territories, and the District of Columbia.
