ABOUT THE POSITION
The County of Riverside's University Health System - Behavioral Health is seeking candidates to fill multiple temporary Insurance Billing Clerk positions for their Billing Department. These positions are located in Riverside CA. *These positions are not remote.*
The incumbent is responsible for verifying medical insurance coverage according to established procedures and accessing computerized account files to obtain or update information. They prepare billing information for third-party intermediaries for services rendered or related charges and enter standard or coded data from forms or documents into computer terminals. This involves typing a variety of numerical or alphabetical data, such as requisitions, claims, or reports. Additionally, the incumbent reviews all patient accounts to ensure the accuracy of information and makes necessary changes for correct billing.
The role also involves examining patient insurance forms and cards for completeness and accuracy, as required by medical assistance programs and private insurance carriers, to ensure proper filing and payment. The incumbent contacts patients' medical insurance carriers to obtain authorization for treatment and verify eligibility and coverage. They respond to patient inquiries regarding account status, patient liability, and general billing procedures, and check and correct account or numerical records for arithmetical errors or proper coding.

EXAMPLES OF ESSENTIAL DUTIES
• Verify medical insurance coverage following established procedures; Access computerized account files to obtain or update information and data.

• Contact patient's medical insurance carrier to obtain authorization for treatment and to verify eligibility and coverage.
• Respond to requests for account information from patients concerning status of account, patient liability and general billing procedures.
• Check and correct account or numerical records for arithmetical errors or proper coding.
MINIMUM QUALIFICATIONS
EITHER I
Experience: One year of experience performing financial, statistical, or fiscal record keeping work, including billing. (Medical billing experience is preferred but not essential.)
OR II
Experience: Two years of clerical experience, one of which involved making arithmetical computations of performing some financial, statistical, or fiscal record keeping and billing work, preferably medical billing; One year of the non-specialized experience may be substituted by either:
Completion of 18 semester or 27 quarter units from a recognized college in secretarial sciences, business education or a closely related field.
OR
Completion of 369 hours of training from a recognized occupational training program in secretarial science business education, or a closely related field.
Knowledge of: The basic methods, practices, and terminology of fiscal clerical work including general billing methods, procedures, and techniques; general clerical auditing and verification techniques; the application of a computer to automated accounting systems.
Ability to: Understand and apply basic billing procedures; identify routine billing errors; differentiate between various billing procedures and methods; determine appropriate applications of various billing procedures; perform basic arithmetic computations rapidly and accurately and post the results on accounting records; organize work to meet prescribed deadlines; operate automated keyboard equipment; follow oral and written directions.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
