ORGANIZATIONAL SUMMARY:

The Institute for School Reform in the College of Education is nationally recognized research and training center that provides technical assistance to school districts and other service delivery leaders throughout the United States. The ISR's $20 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISR to implement research-based and innovative practices in Florida Schools though the use of technical assistance, training, coaching, and program evaluation. The ISP, through various projects, seeks to help enable all schools in the state of Florida to provide a safe, effective, and efficient environment; to continuously improve the academic and social/emotional growth of ALL students; and to engage families and communities in the school process.

POSITION SUMMARY:

Assist the Bureau of Federal Educational Programs (BFEP) and LEAs in implementing all aspects of the Title I, Part A program as prescribed in the Every Student Succeeds Act (ESSA). Assist school districts in improving and increasing student academic achievement at all levels for educationally disadvantaged and at-risk students.

RESPONSIBILITIES:

Assist the Bureau of Federal Educational Programs (BFEP) and LEAs in implementing all aspects of the Title I, Part A program as prescribed in the Every Student Succeeds Act (ESSA). Assist school districts in improving and increasing student academic achievement at all levels for educationally disadvantaged and at-risk students. Participate in the development of program goals and objectives for the Bureau; recommend, implement, and administer methods and procedures to enhance the effectiveness of TIPA program processes, as appropriate to achieve the overall mission and vision of the Bureau. Serve as primary liaison to assigned LEAs throughout the state on all matters that relate to program implementation and activities.

Provide training to ensure LEAs comply with requirements of the Title I Program as prescribed under the ESSA as well as assisting the district with meeting performance outcomes that increase student achievement. Review the collection, compilation, and analysis of program activity data; develop, write, edit, and present comprehensive statistical and narrative program reports and evaluations. Review program applications and amendments by the timeline established by the Department. Conduct evidenced based program monitoring activities to ensure LEAs comply with provisions of ESSA and produce evidenced based monitoring reports. Provide ongoing, timely technical assistance and support to LEAs to ensure compliance with all ESSA program requirements. Assist LEAs with day-to-day problem solving, regarding program-related needs and issues. Gather valid, reliable and comprehensive information on the problems faced by at-risk students, the progress of the state and school districts in addressing those problems, and the success of programs serving the needs of these students.

Collaborate with the Bureau of School Improvement to implement Florida?s School Improvement and Accountability system, including serving on a regional assistance plus team and, if applicable, serving as a point person for a failing school. Coordinate with other programs to improve teaching and learning for students attending schools funded by Title I. Participate in staff/professional development training and workshops. Conduct research and compile program data and present summary of findings in the form of written narrative and present numerical/statistical data in the form of charts and graphs. Create high-quality training materials and resources that relate to program activities and implementation.

POSITION QUALIFICATIONS:

MINIMUM:

This position requires a Bachelor's degree in Communication, Education, Adult Education or equivalent with one year of experience in a professional training position; or a Master's degree in the same field.

PREFERRED:

This position requires a Master's degree in Communication, Education, Adult Education or equivalent with one year of experience in a professional training position.
