ORGANIZATIONAL SUMMARY:

Research Integrity & Compliance is a unit within the USF system vice presidential area, Research & Innovation. The main function of RIC is to ensure compliance with federal and state regulations pertaining to the responsible conduct of research. The department is responsible for such programs as the Human Research Protection, Animal Safety, Diving Safety, Radiation Safety, Biosafety, Scientific Misconduct, Conflicts of Interest in Research, and HIPAA, among others. DRIC has 35 employees and an annual budget of nearly $3 million. Clients are USF research faculty, students, and staff, as well as researchers at affiliated institutions.

POSITION SUMMARY:

The Sr. RCA position supports the Institutional Animal Care and Use Committee (IACUC) by providing advanced compliance oversight, ensuring adherence to federal, state, and institutional regulations. This role involves comprehensive management of IACUC review documentation, coordinating meetings, facilitating inspections, investigating noncompliance, facilitating post-approval monitoring and providing expert guidance and training to researchers and committee members. The Sr. RCA serves as a critical link between USF researchers and IACUC, addressing complex regulatory requirements and advancing the ethical standards of animal research.

RESPONSIBILITIES:

Advanced Consultation and Compliance Oversight -Provides expert-level guidance to faculty, staff, and affiliated researchers on IACUC regulations, ensuring alignment with ethical standards and federal requirements. Reviews protocol submissions for accuracy and compliance, identifying areas for improvement and advising on necessary modifications. Assigns and coordinates reviewers for IACUC studies, ensuring an efficient and compliant review process.

Coordination and Documentation of IACUC Actions -Manages the creation and maintenance of detailed, federally-mandated IACUC records, including meeting minutes that reflect discussions, decisions, and compliance actions. Prepares and oversees documentation of IACUC reviews, facilitating inspections, investigating noncompliance, facilitating post-approval monitoring program inspections, assisting with USDA and OLAW annual reports, and accreditation processes to maintain accurate, institutional records. Ensures secure and accessible data management, both electronically and in physical formats, for all IACUC-related documentation.

Liaison and Communication -Acts as a primary point of contact between the IACUC, principal investigators, study coordinators, and affiliate institutions, fostering transparent and effective communication.Provides consultation to research teams to promote understanding of IACUC standards and facilitate smooth navigation of compliance processes. Develops clear, written communications regarding IACUC actions and compliance requirements, ensuring investigators are informed of decisions and regulatory expectations.

Development and Implementation of Standard Operating Procedures (SOPs) and reports . Supports the development and refinement of IACUC SOPs forms, Webpages, Annual reports to enhance procedural efficiency and regulatory alignment. Conducts internal audits of IACUC records, verifying data accuracy, and aligning procedures with best practices.

Training and Educational Initiatives -Designs and delivers training programs for USF and affiliated researchers on IACUC regulations, ethical considerations, and various topics in animal research compliance. Regularly updates training materials and presents new regulatory requirements to keep the research community informed.

Performs other duties as assigned.

POSITION QUALIFICATIONS:

MINIMUM:

This position requires a Bachelor's degree and four years of experience in research or research administration or a Master's degree with three years of experience in research or research administration. Applicable certification (i.e. Certified Professional in IACUC Administration (CPIA)/Certified IRB Professional (CIP)/other applicable) may substitute for one year of experience.

FLSB1310 Equivalency:

4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.

PREFERRED:

Education; Master's Degree in a relevant discipline, which provides a deeper understanding of research and compliance, or certification in research administration (e.g., CPIA - Certified Professional in IACUC Administration). Experience; 6-8 years of progressively responsible experience in ACUC administration. Skills and Competencies; In-depth knowledge of animal research regulations , Analytical and Problem-Solving Skills, Project Management Skills, Communication and Interpersonal Skills, Technical Proficiency with electronic compliance systems, and Ethics and Integrity.
