SUMMARY:



Paragon, a wholly owned subsidiary of Bering Straits Native Corporation (BSNC) is seeking an Environmental Operations Manager to support and develop environmental work on the East Coast. Primarily responsible for the daily management, supervision, coordination and successful completion of environmental remediation projects to meet the cost objectives with respect to contracting, scheduling, estimating, purchasing and bidding of all major projects. This is a technical position requiring a degree in engineering or geology or similar degree pertaining to environmental restoration. This position requires an independent thinker that is self-motivated and able to develop environmental work along the East Coast.

Responsibilities




ESSENTIAL DUTIES & RESPONSIBILITIES:



The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Establishes and maintains key relationships with Federal Government customers.
  • Identifies target requirements for environmental work. Develops the proposals, pricing, work plan and technical requirements to bid and secure awards.
  • Identifies and hires key personnel and field staff to execute the work in the field and manages that staff actively.
  • Identifies and develops key subcontractors and vendors with the necessary qualifications to execute contracts successfully.
  • Implements office policies and establishing standards and procedures; measuring results against standards; making necessary adjustments.
  • Establish team atmosphere through leadership and employee development.
  • Manage engineering team activities.


  • Monitors quality control, safety, and efficiency for projects.
  • Reviews documents to address technical issues.
  • Occasional travel to jobsites, customer offices, and out of state meetings will be required.
  • Reviewing and incorporating historical data from purchase orders, bid tabulations, subcontracts, productivity analysis reports, job costs system, etc. into unit cost, man-hour, and crew production figures.
  • Interfacing with the client, internal teams, and subcontractors to provide reports and ensure quality deliverables.


  • Performing or coordinating detailed quantity takeoffs, assembling direct cost estimates and analyzing alternate methods/resources to determine and improve cost effectiveness.
  • Tracking awarded contracts with EACs as required through review of cost reports and discussions with project and construction management. Understanding and management of contract P&L.
  • Other duties as assigned.


Qualifications




QUALIFICATIONS - EXPERIENCE, EDUCATION AND LICENSURE

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)


  • 10+ years of experience on remediation/environmental projects
  • BS in Geology or Environmental Engineering
  • Experience with OSHA and other regulatory requirements and industry standards.
  • Experience identifying, hiring, directing, training, and motivating field personnel.
  • Experience in a strong business, construction management, and delivery methodologies background.
  • Must be able to obtain military base passes and be able to operate motor vehicles on federal facilities.
  • Must be able to obtain a clearance as required depending on contract requirements.


  • Min of five years' experience managing federal contracts especially efforts with DoD.
  • Technical writing expertise required as well as the ability to work with a proposal team as the subject matter expert on environmental work.
  • Demonstrates effective interpersonal skills as well as excellent oral, written communication, and time management skills.
  • Must be analytical with attention to detail, task-oriented, self-motivated and have the inherent ability to multitask, work under pressure, and meet deadlines and work as a team member.
  • Must be proficient with MS Office Suite Programs: Word, Project and PowerPoint; have a working knowledge of Excel and Project.


Knowledge, Skills and Abilities Required of all Proposal Managers, all levels:


  • Proficiency in Microsoft Office suite.
  • Excellent written and verbal communication.
  • Advanced computer skills.
  • Extensive experience with project scheduling.
  • Ability to identify value-engineering alternatives.
  • Prior advanced cost proposal and work breakdown development experience.
  • Ability to prepare and review technical documents.
  • Must be task oriented, self-motivated and the inherent ability to multitask, work under pressure, meet deadlines and work as team member as well as a team lead.


  • Able to analyze problems quickly and accurately and adopt effective courses of action.
  • Ability to travel as workload and schedule demands.

This position requires the ability to maneuver around contaminated and construction sites, see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining physical condition necessary for sitting, walking or standing, lifting, pushing, pulling, twisting, reaching, squatting, stretching, bending for prolonged periods of time; at times lift and carry as much at 60 pounds; near visual acuity to review written documentation; ability to hear and understand speech at normal room levels. Must be able to work in an office setting, sit for long periods of time, talk on the telephone, work on a computer for extended periods of time and the manual dexterity to operate a cell phone, telephone and keyboard. Travel requirements as dictated will require the ability to sit on planes and in vehicles for extended periods of time.

  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.




WORK ENVIRONMENT
:



Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.


Job is performed in a modern office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. This position requires driving and working out of doors in extreme heat/cold and possibly rainy weather. Must be able to navigate all typical worksite conditions. May require travel up to a week out of office.



SUPERVISORY RESPONSIBILITIES
:




  • Supervise/manage/direct the selection, training, development, appraisal, and work assignments of project personnel.
  • General Direction: receive very general guidance with respect to overall objectives; work is usually quite independent of others; operate within division or department policy guidelines using independent judgment in achieving assigned objectives.
