Project Manager / Program Governance

Remote or Hybrid in Sacramento, CA


Key Responsibilities:


This role will be aligned to the Enterprise Actuarial Projects PMO organization and the candidate is expected to have hands-on, in-depth experience supporting Actuarial modeling programs/projects

Establish standards and best practices for a team of project managers and scrum masters; support creation of business cases, project and team charters, project artifact templates, status reports and dashboards, and processes/guidelines; ensure adherence and consistency in applying standards across the team

Organize and configure portfolio backlog in ADO across multiple teams; ensure scrum masters consistently set-up work items, defects, and test cases in ADO according to established team guidelines

Ensure proper organization and documentation for all project artifacts, including status reporting, stakeholder sign-off's, RAID logs, change requests, etc.

Assist with demand management, backlog grooming, and quarterly planning activities for the portfolio; create summary/dashboard views of key metrics for presentation to senior/executive management for measuring/monitoring successful delivery and adoption of business value and key deliverables

Assist with creation of summary status updates and related materials for senior/executive management steering committees, quarterly business updates, program status meetings, etc.

Assist with portfolio budget forecasting and reporting (actuals vs. budget), including monitoring and reporting of monthly budget health for executive steering committees and annual budget planning process

Assist with tracking of vendor invoicing/actuals vs. budget, vendor statements of work and purchase orders, etc.; work with finance, expense management, procurement, vendor management and accounts payable teams in support of budget and vendor management activities

Partner with team members and stakeholders to develop and maintain IT and business roadmaps, high-level portfolio/program/project plans, and RAID logs, and raise resource needs; support backlog prioritization and quarterly/monthly planning

Provide day-to-day oversight and project management for actuarial model and data delivery, as well as business testing and adoption activities, as required

Escalate, track and report on key risks and issues, decisions, and changes to scope, schedule, and budget via formal change control process

Facilitate resolution of complex problems and the removal of impediments to ensure program teams have what they need to succeed

Apply knowledge of PMO tools (e.g., ADO, SmartSheet, Excel, PowerPoint, etc.) to capture and report on key project metrics utilizing a data driven approach

Represent program/project/team status in weekly stakeholder meetings via formal weekly/monthly project status reports

Develop strong relationships with key project stakeholders from various teams (Actuarial modeling, business, IT) to facilitate cross-functional collaboration


Required Skills / Experience:

8+ years' experience in program/project management with a demonstrated track record of successfully delivering business value

Financial services experience, with specific experience in Actuarial projects/programs (e.g., GAAP LDTI, Prophet platform implementations, etc.)

Project Management Professional (PMP) certification

One or more relevant Agile certifications - e.g., CSM, SAFe, RTE, etc.

4-year degree or equivalent experience

Comfortable working in a fast-paced environment within medium to large organizations

Ability to oversee multiple teams independently with limited guidance

Understanding of platform implementation and integration best practices and systems development lifecycle methodologies

Knowledge of needs analysis, process mapping, requirements gathering & solution discovery

Experience managing stakeholders and project teams effectively

Solid understanding of various project management methodologies and best practices (i.e., Scrum, Kanban, Scaled Agile, Waterfall, etc.); experience implementing Agile practices and tools and experience facilitating high-level prioritization and planning on a large scale

Experience managing quality assurance, regression, user acceptance, and production parallel testing activities, along with defect management/resolution

Excellent communication, presentation interpersonal, negotiation, and organizational skills; demonstrated professional acumen

Team player focused on collaboration and continuous improvement

Self-starter with sound judgment and decision-making skills and an analytical, data-driven mindset

Proficient in common project management tools including - MS Project, Smartsheet, JIRA, ADO, MS PowerPoint, Excel


Preferred Skills / Experience:

Experience supporting Life Insurance and Annuity business areas

Experience with solutions delivered via Prophet platform (actuarial models) and/or Snowflake (data delivery)
