ABOUT THE POSITION
The County of Riverside Department of Waste Resources has an opportunity for a Senior Civil Engineer to join the Engineering and Operations Division located in Moreno Valley.
The Senior Civil Engineer is the supervisory level classification in the registered civil engineer series and reports to an appropriate manager level position. The Senior Civil Engineer classification is characterized by registration as a Civil Engineer by the State of California Board for Professional Engineers, Land Surveyors, and Geologists. Incumbents are given complete responsibility for a specific unit or team engaged in permitting, engineering, construction, and/or landfill operation activities. The duties assigned require not only a high degree of technical engineering proficiency, but also the ability to plan the work, select, direct, supervise, train, direct talents, and evaluate assigned staff. The Department is divided into three main divisions: Engineering & Operations, Environmental, and Administration. Job openings are currently available in the Engineering & Operations Division.
This position offers a flexible schedule with the opportunity to telecommute one day per week after the training period. Please note that this is offered at the department's discretion and is subject to change.

Meet the Team!
The Riverside County Department of Waste Resources is responsible for the efficient and effective management of Riverside County's solid waste system. In this effort the Department operates five non-hazardous landfills , has a contract agreement for waste disposal with a private landfill, and administers several transfer station leases. Landfill sites are in diverse geographic locations and climates, ranging from low desert areas to the mountains, which offer a wide variety of engineering challenges to keep ahead of the ongoing operational needs of a dynamic system. Stringent regulations require landfill operators to design, operate, monitor, and properly close landfills to provide protection of the public's health and welfare. The Department ensures Riverside County has a minimum of fifteen (15) years of disposal capacity, at any time, to handle future solid waste projections.
The Department has been a national leader in the design and construction of award-winning, multi-million-dollar landfill projects such as liner expansions, closures, site support facilities, traffic and drainage/stormwater quality improvements. The Department is organized so that nearly all functions of planning, design, permitting, operation, construction management, maintaining, and supporting the landfill system are performed by in-house staff. The Department currently has over 200 employees with a current year budget at approximately $157 million. Currently, the Department employs 20 engineers, of which 9 are California registered professional civil engineers, and 17 engineering technicians and aides. In addition to landfill management, the Department provides a variety of community services including Household Hazardous Waste Collection , Recycling , Composting , Community Outreach, Illegal Dumping Clean Up , Community Clean-Ups , and Graffiti Abatement . Every effort is made to recycle and reuse appropriate items with scrupulous attention to public health and safety.
EXAMPLES OF ESSENTIAL DUTIES
For Waste Management employees currently in a WRMD Classification. Senior Civil Engineer- WRMD classification will be offered.
• Plan, organize, direct, and review the work of a unit engaged in a major phase of public works engineering; determine priorities for assigned projects.
• Supervise engineers and technicians or directly undertake the design and preparation of drawings, specifications, estimates, and contract documents in connection with the construction or maintenance of a variety of engineering projects including access roads, remediation projects, sanitary landfill site expansions, closures, and other improvements of landfill units.
• Prepare and defend contaminant plume and compliance reports to various regulatory agencies.
• Permit active landfills for Solid Waste Facility Permits, Waste Discharge Requirements, and other applicable and necessary permits.
• Oversee, manage, and ensure regulatory compliance for the day-to-day operations of active and closed landfills, including construction surveying, daily reporting, safety compliance, and traffic control. Develop and maintain a working relationship with regulators.
• Coordinate the work of the engineering/operations team with that of other Department sections or agencies; supervise, review, and perform highly complex engineering work.
• Direct and supervise the research, development, regulatory compliance, and preparation of long-range plans; direct, coordinate and supervise a variety of engineering services; represent the Department before other agencies and the public.
• Direct and manage geologic, geotechnical, third-party QA/QC, and other engineering investigations by outside consultants.
• Responsible for overseeing the design, permitting, and construction administration of new landfill expansions, closures, site facility and infrastructure projects. Design work to include mass earthwork and refuse fill grading plans, hydrology studies, hydraulic design, stability analysis, HDPE liner system design, drainage and stormwater quality BMPs. Work on challenging engineering designs, plans and profiles; write specifications for unique or special aspects of work being performed. Review grading, drainage designs, and other engineering work for conformity to local ordinances, applicable state and federal regulations, and administrative policies.
• Direct field changes on construction projects within the limits of the design and cost restrictions; administer assigned budgets, prepare budget requests, and control expenditures. Oversee the project management and inspection of construction work and enforce conformity to plans and specifications and to construction standards.
• Provide guidance and oversee staff development, recruitment, and training.
• Prepare and administer major construction projects, oversee regulatory compliance programs such as groundwater and landfill gas monitoring, NPDES compliance, leachate and condensate management, and gas to energy projects.
• Direct field changes on construction projects within the limits of the design and cost restrictions; administer assigned budgets, prepare budget requests and control expenditures.
• Direct and supervise the research, development and preparation of long-range plans; direct, coordinate and supervise a variety of engineering services; represent the department before other agencies and the public.
• Perform, or direct geologic, geotechnical and other engineering investigations by outside consultants.
MINIMUM QUALIFICATIONS
License: Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.
Experience: Four years of professional civil engineering experience, including two years in either 1) performing air or groundwater pollution remediation; 2) the planning, design and construction of a sanitary landfill; or 3) the review and approval of grading or structural plans for permit issuance.
Highly Preferred Experience:
Knowledge of: The principals and practices of engineering especially as they apply to sanitary landfill, flood control, or water conservation construction and maintenance; engineering mathematics; the characteristics and behavior of various construction materials; environmental monitoring and installation of gas extraction systems at sanitary landfills; state and federal standards concerning public works design and construction; engineering economics; the principles and techniques of engineering administration, personnel management and budgeting.
Ability to: Plan, organize and direct the work of an engineering unit; lay out and supervise the work of professional engineers; perform or review difficult engineering calculations; prepare or direct the preparation of complex plans and specifications, and comprehensive technical reports; perform difficult technical research to analyze situations accurately, and adopt effective courses of action; review, evaluate, recommend, and/or approve proposals and plans of public works projects; establish and maintain cooperative working relationships with others.

License/Certificate: Possession of a valid California Driver's License may be required.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
