Project Manager responsible for reporting status to the Kiakahi President and Program Manager; also, is the day-to-day Kiakahi Project Site Lead that supports the U.S. Navy PRAT Lead for tasking and guidance of this project.
Includes conducting Personnel Readiness Assist Team (PRAT) visits utilizing the COMNAVSURFPAC/ COMNAVSURFLANT INSTRUCTION 1300.1, CRAV checklist enclosures. Checklists are documented for positive and negative performance. The contractor shall provide training to Ships personnel on areas that are not in compliance or require improvement. The contractor shall provide completed checklists to the PRAT Lead indicating program status and training provided. The contractor shall perform the below specific tasks to conduct personnel readiness assist visits, evaluate Pay/Personnel Programs and support Ships personnel and disbursing offices.
Conduct personnel readiness assist visits utilizing the COMNAVSURFPAC / COMNAVSURFLANT INSTRUCTION 1300.1 (CRAV) checklist. The contractor shall review all CRAV checklists for updated guidance every six months and publish the most recent checklists on the CRAV SharePoint site. Evaluate each Pay and Personnel checklist line item for compliance. The checklist shall be annotated for each line-item status.
Provide PRAT Lead with a typed report of the program status and training provided during the personnel readiness assist visit.
Provide the Ship's program managers with one-on-one training on items found to be deficient on the CRAV checklist and develop a plan for corrective program actions.
Provide one on one training to the administrative leadership on the areas found to be deficient IAW COMNAVSURFPAC/COMNAVSURFLANT INSTRUCTION 1300.1.
Liaison with TSCs and RSCs to monitor training and ensure training compliance for each CNSP AOR. Correspond with TSCs to obtain timeliness and accuracy metrics for evaluation and compliance.
Utilize Navy Standard Integrated Personnel System (NSIPS) Afloat, My NavyAssignment (MNA), Master Military Pay Account (MMPA), Career Information Management System (CIMS), web Defense Military Pay Office (DMO) and Salesforce/eCRM by utilizing those programs weekly. The contractor shall use these systems during monthly one on one reviews with PRAT Lead. Review and disseminate new Pay and Personnel policy updates and data systems as they are introduced.
Act as Subject Matter Experts (SME's) on the PRAT. Continually review pay and personnel regulations, publications and directives to remain current in evaluating Shipboard programs.
Utilize MNCC Standing Operating Procedures for Pay and Personnel by checking for MPAs, OPS ALERTS and PPIBs daily. Show updates to PRAT Lead during a weekly review.
Maintain familiarity with the changes to Salesforce/ECRM system for electronic transaction support by utilizing the system weekly. Show any observed changes to the PRAT Lead during a weekly review.
Maintain familiarity with the ongoing development of the Navy Personnel and Pay (NP2) system, once NP2 is deployed, by providing the PRAT Lead system capability updates during weekly reviews.
Review, evaluate and consolidate Command, ISIC and TYCOM Pay and Personnel reporting requirements once a month per TASKORD GRGB LOE 1 Sailor Pay. Consolidated requirements shall be provided to PRAT Lead by the 1st of each month.
Evaluate Pay/Personnel programs to ensure standards defined by COMNAVSURFPAC / COMNAVSURFLANT INSTRUCTION 1300.1 are met, and that all areas of pay/personnel management are in alignment with latest policies released by MNCC and NPPSC via Military Pay Advisories (MPAs), Operation Alerts (OPS ALERTS) and Pay and Personnel Information Bulletins (PPIBs).
Submit status reports and updates during the same week of each assessment and at any time that the PRAT Lead requests an update/report. Status reports shall contain completed checklists contained in the COMNAVSURFPAC / COMNAVSURFLANT INSTRUCTION 1300.1. Reports shall contain specific findings of each checklist line item to include training provided for each area found to be deficient, not in compliance or requiring corrective action. Consolidate Command, ISIC and TYCOM Pay and Personnel reports and submit a Command Pay/Personnel Administrator (CPPA) report on behalf of COMNAVSURFPAC to COMPACTFLT.

Qualifications:
Must have an analytics and program assessment background. Shall have experience assessing compliance in the following systems: Internet Forensic Toxicology Drug Testing Laboratory (iFTDTL), Alcohol and Drug Management Information and Tracking System (ADMITS), MyNavy Assignment (MNA), Enhanced Unit Commander's Financial Report (eUCFR) and Authoritative Data Environment (ADE). Background in execution of Command Readiness Assessment Visits (CRAV) is required.
