Job Description:
The Nebraska Public Service Commission (PSC) is seeking a detail-oriented, dedicated, self-motivated individual for the position of Broadband Policy Analyst. This position will be responsible for assisting in the development and management of federal broadband grant programs administered by the PSC, including grant program development and outreach, grant administration processes, and ensuring compliance with federal grant reporting and compliance procedures to fulfill the requirements of the agency's federal grants such as the American Rescue Plan Act Capital Projects Fund (CPF) program received through the U.S. Department of the Treasury.

Research, continually assess, and recommend improvements for broadband policies, as well as work with the internal team to develop and promote innovative policy initiatives of critical importance to Nebraskans, especially the digitally disenfranchised, to bridge the digital divide.
Work with stakeholders and the broadband team to develop innovative strategies to maximize the impact of limited funding to facilitate broadband deployment to unserved and underserved areas of Nebraska and promote broadband adoption in communities across the state.
Assist the Outreach Coordinator in outreach efforts; including but not limited to webinars, listening sessions, town halls, state planning conferences, social media content, and development of informational materials such as fact sheets, brochures, pamphlets, and newsletters to promote awareness and foster community engagement and participation.
Develop program related materials such as forms, applications, and other materials for the federal broadband grant programs administered by the PSC.
Work with a team to evaluate grant applications and filings according to specific criteria, including but not limited to review of business plans, financial information, technical information, and other required components for the respective program.
Ensure subgrantee compliance of required filings and other responsibilities throughout the grant lifecycle, including communicating with regulatory and financial staff to obtain resolution of issues.
Obtain and review information necessary to calculate broadband program payments, including review of funding models, performance requirements, review of project invoices, and any other supporting documentation necessary for funding authorization.
Compile, analyze, and report on data related to current or prospective programs administered by the PSC, including but not limited to financial, performance, grant participation, and funding data.
Other duties as assigned.
Hiring Rate: $60,000 - $70,000 per year, salary is negotiable commensurate with qualifications
Schedule: 8:00 am - 5:00 pm, Monday - Friday; flexibility available to promote work-life balance
Requirements / Qualifications:
Minimum Qualifications: Bachelor's degree in business administration, project management, finance, accounting, or any discipline related to the work assigned. Proficiency with MS Office, expertise with Microsoft Excel. Experience and relevant certifications may substitute for education on a year-for-year basis. Cover letter required.
Preferred Qualifications: Master's degree in business administration, project management, finance, accounting, or directly related field and three (3) years of relevant professional experience, including experience with project management, policy analysis, grant writing, technology analysis or in technology policy, telecommunications or broadband industry, broadband access and adoption, and/or broadband mapping. Experience with Adobe Acrobat Standard/Professional.
Knowledge, Skills, and Abilities:
Knowledge of:The techniques of policy and program analysis; conducting research on complex technologies or issues; company financial statements and financial analysis; Microsoft Excel; Telecommunications or broadband networks.
Skills in: Research methods/techniques; conducting independent research; communicating/presenting information to individuals and groups; listening to/understanding/explaining complex information; strong analytical/problem solving skills; comprehending information conveyed in a document or report.
Ability to: Multi-task and manage time well; communicate effectively both verbally and in writing to exchange factual information, findings, and conclusions; explain complex processes and interpret state and federal regulations as it pertains to this position; communicate effectively, both verbally and in writing; identify trends and critical elements in program and demographic data; prioritize work and meet deadlines.
