Description: Job Summary

Harvard Capital Projects (HCP) is an internal resource for the Harvard community providing project management services across the entire campus. HCP works collaboratively with a variety of Harvard Schools and Departments, providing project management services for large and small projects including new buildings, renovations, and accessibility and infrastructure upgrades. HCP prides itself on providing its clients with the highest value services.

The Project Manager may report to a Senior Project Manager or Associate Director and will be responsible for managing several projects at a time, primarily major infrastructure upgrades, building envelope upgrades and sustainability/decarbonization initiatives.

Position Description

Responsibilities:

Project Management

  • Participates either as the lead or supporting a senior member of HCP in the project team through the planning, design, permitting, construction, and closeout of major utility modernization projects,
  • Manages the project delivery process through all project phases. Facilitates communication throughout the project, particularly during transition from one phase to the next.
  • Works with HCP leadership to develop and maintain project schedules and budgets for all projects.
  • Participates in the owner's construction meetings to review construction progress and quality. Monitors, systematizes, recommends, and reports on all change proposals and evaluates impact on project schedules and budgets.
  • Develops and maintains project reporting and dashboards, as needed
  • Manages project quality control through design teams, independent testing firms, commissioning authorities and other resources, as necessary.
  • Manages submittal review process to ensure expeditious processing.
  • Observes all on site tests required by the contract documents and coordinates testing activities by agents retained by the Owner. Observes and reviews the contractor's drawings and specifications and reports any apparent failure by the contractor to maintain records.
  • Manages a timely and orderly project closeout processes. Works with consultants and operations personnel to prepare a punch-list for the contractor and ensure punch-list items have been addressed appropriately.
  • Helps sustain an environment that fosters teamwork, excellence, respect, accountability, and diversity.
  • Experience in project management, particularly on large-scale infrastructure or energy supply projects, is essential. This includes managing timelines, budgets, stakeholder communication and coordination between different trades and teams.
  • Responsible for developing and implementing a stakeholder engagement plan, especially for high-profile, disruptive projects.


Financial Management



  • Fundamental understanding of capital planning and project funding principles
  • Prepares and maintains the project budget, and total project cost/forecast throughout the project lifecycle.
  • Works closely with Capital Contracts and guides the procurement process including vendor selection, procurement planning and RFP process
  • Ensures appropriate Harvard contracts are in place. Responsible for developing scope of services and gathering vendor information needed to execute contracts
  • Reviews and recommends for payment, project invoices and requisitions within appropriate signing authority.
  • Coordinates closely with HCP cost control staff. Develops the overall project monthly cash flow projections. Provides budget updates, reviews proposed change orders and discusses project budget issues with HCP senior staff as needed.
  • Guides design decisions by stakeholders to maintain the project scope within the approved scope and budget. Coordinates and takes part in the value engineering process.

    Regulatory Approvals
  • Together with other members of the project team, coordinates submissions to jurisdictional authorities for permitting. Ensures compliance with regulations and all authorities having jurisdiction. Arranges for all jurisdictional authorities' inspection necessary to secure final approval for projects, as necessary
  • Familiarity with local, state, and federal regulations for underground construction, environmental standards, and energy efficiency; preferably in the City of Boston and the City of Cambridge.


Basic Qualifications

Basic Qualifications

  • Minimum 8 years' project management experience.
  • Bachelor's degree is preferred - Engineering Degree (Mechanical, Civil, or Electrical Engineering), Energy Systems or Environmental Engineering (specialized education in energy systems, thermal systems, or sustainable energy), Construction or Project Management:
  • Advanced Certifications (preferred but not required):
  • Professional Engineer (PE) accreditation
  • LEED Accreditation (Leadership in Energy and Environmental Design)
  • Certified Energy Manager (CEM) is preferred but not required
  • Experience in Utility Delivery or District Energy Systems:
  • Experience in designing, constructing, or managing Utility Delivery systems or district energy systems, which include chilled and hot water distribution at a campus or municipal scale.
  • Underground Infrastructure Projects:
  • Experience in projects that involve underground utilities or piping, such as large-scale water or steam systems, is critical for understanding the challenges of excavation, regulations, environmental concerns, and long-term maintenance of these systems.

  • The ability to lead cross-functional teams, communicate with stakeholders (Schools, business units, engineers, contractors, faculty, community members, and government entities), and manage client relationships. The ability to mentor junior HCP staff

    Problem-Solving and Analytical Skills:
  • Strong analytical skills troubleshoot issues with system design, installation, and operational efficiency.
  • Ability to strategize at milestones and/or roadblocks to stay solution-focused and move the team forward

    Risk Management:
  • Experience in identifying and proactively mitigating risks associated with regulatory processes, underground construction, safety, and energy systems.

    Technology:
  • Experience with typical Project Management and Scheduling software
  • Experience with Researching and Identifying emerging technologies in the sustainability domain, such as renewable energy, carbon capture, smart gride, loT for sustainability
  • Evaluate the feasibility, impact, and scalability of these technologies in relation to our organizational goals and sustainability targets
  • Develop strategic roadmaps for integrating new technologies into existing sustainability programs and operations.
  • Collaborate with cross functional teams to pilot and implement innovative solutions
  • Success in this position will require the development of strong internal/institutional relationships as well as on the ground experience, working closely with contractors.
  • Leads through influence rather than through authority.
  • Ability to thrive within a team structure.
  • Ability to work with diverse constituencies.
  • Field experience on construction sites is desirable.
  • This position will require being on-site a minimum of 3 days per week and may require being on-site 5 days per week depending on project activities
  • Skills in interpreting architectural and construction contracts.
  • Ability to negotiate and resolve confrontational issues as they arise.
