Primary Role



Pennsylvania American Water, a subsidiary of American Water, is the largest regulated water utility in the state, providing high-quality and reliable water and wastewater services to approximately 2.3 million people. The Pennsylvania Engineering team are leaders in the industry and demonstrate agility, accuracy, accountability and advocacy in the critical work they perform.


This position manages a staff of engineering and technical professionals that are accountable and responsible for three primary functions:



  • Determining the adequacy of our water and wastewater treatment systems from a capacity, reliability, water quality / compliance, and efficiency perspective; and implementing engineering planning to manage risks and opportunities.
  • Developing and implementing a comprehensive capital investment program to address risk and improve the resilience and efficiency of our critical assets.
  • Providing engineering resources and expertise to other functional groups within the state operating company to support growth and the core mission of providing safe, reliable, and affordable services to our customers.




Key Accountabilities




  • Directs engineering planning to scope, budget, and prioritize capital improvements to enhance service, reliability and resiliency of our water / wastewater systems.
  • Directs engineering design and construction activities in conformance with sound technical and engineering management principles, including a strong focus on safety and compliance
  • Ensures rigorous and robust processes for asset planning and capital program delivery, management, and governance in order to meet the capital business plan, drive capital efficiency, all while balancing financial and operational risks. Accountable for the delivery and governance of the $600+ million per year state operating company capital program.
  • Manages and develops a strong engineering team that engages with and provides support to operations and other functional teams as needed. Develops and participates in projects which reduce costs and improve the level of service provided, and proactively explores, evaluates and implements the integration of new technology and/or methods in order to enhance utility operations.
  • Prepares testimony and represents the Company in rate filings, regulatory hearings / negotiations, and community and industry events and forums.
  • Directs engineering resources to support the expansion of Company operations through acquisitions and management contracts.
  • Directs successful management of developer funded projects.

  • A thorough understanding of water and wastewater operations, planning, design, construction and project management.

Experience/Education




  • Bachelor's degree in Engineering. An advanced management or technical degree is preferred.
  • Minimum 20 years of experience in the utility engineering and/or utility operations.
  • Minimum 7 years direct supervision of professional engineering staff.




Travel Requirements




  • 20% travel to support business requirements as necessary.
