Job Description:

ABOUT THE POSITION

The County of Riverside's Community Action Partnership Division, is seeking a qualified Senior Community Program Specialist to join the logistics subdivision Team in Riverside.

The department is seeking a dedicated and detail-oriented Operations and Logistics Senior Community Program Specialist to assist management and streamline the operational processes for the organization, ensuring the seamless management of logistics, inventory, contracts, and internal operations. This role supports the organization's programs, including the Volunteer Income Tax Assistance (VITA) program, by leading a team responsible for receiving, storing, and categorizing items, submitting and fulfilling orders, and maintaining compliance with goals and objectives. This position will require the incumbent to travel throughout the county. Proficiency in Spanish is preferred, but not required. Weekend work may be required.


  • Team Oversight:

    • Supervise staff responsible for warehouse operations, shipping, receiving, and inventory tracking.

    • Provide guidance to staff as well as addressing staff and supervisor requests.


  • Program Logistics and Support:

    • Over see logistics for the VITA, Cool and Warm Centers, Tech for Success and other programs, which will include but not limited to staging and delivering materials such as printers, flyers, forms, and packages to program sites.

    • Conduct site inspections to support and ensure compliance with contractual goals and objectives.

    • Implement corrective measures as needed and report progress to management per MOU requirements.


  • Operational Management:

    • Oversee the operational processes for the organization, addressing logistical needs and ensuring smooth internal operations for all staff.

    • Manage fleet and asset logistics, ensuring efficiency and compliance.


  • Training and Partnerships:

    • Organize and conduct team training for program-related logistical activities.

    • Collaborate with community partners to enhance CAP program logistical effectiveness.


  • Financial Oversight:
    • Perform cost analyses and review financial data to support logistical operations within programmatic goals.

  • Contract and Compliance Management:

    • Handle contracts related to program operations.

    • Ensure compliance with goals and objectives, taking corrective action as necessary

    Meet the Team! The Community Action Partnership , is under the County's Housing, and Workforce Solutions (HWS) Department of the County of Riverside.     EXAMPLES OF ESSENTIAL DUTIES
    • Prepare complex budgets and perform cost/benefit analysis of specific programs; review financial data on an on-going basis to ensure conformance with established guidelines.

    • Manage program activities with related budgets to ensure program/ contract compliance of goals and objectives; implement corrective measures as required.

    • Supervise, direct, train, and evaluate staff.

    • Develop and review more complex departmental policies and procedures to ensure compliance with state and federal legislation, regulations and directives.

    • Compose complex correspondence, reports and directives for use by the Director and designated staff members in public hearings and meetings with state officials.

    • Develop, coordinate, implement, and maintain a long range public education and awareness plan encompassing issues and the missions of the department; encourage members of the communities to develop skills needed to improve their quality of life and/or become self-sufficient and involved.

    • Motivate and organize members of low income communities and diverse cultural communities to get involved in poverty and related neighborhood issues; serve as facilitator for the development of quarterly educational forums; represent the department at public hearings and community functions; perform public speaking activities; coordinate and/or participate in special community events and public recognition programs as it relates to each program and open house activities.

    MINIMUM QUALIFICATIONS
    OPTION I
    Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in communications, English, social behavioral sciences, or a closely related field to the assignment. Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45-quarter units of the required experience.

    Experience: Three years of performing community organization/ development work, which included disseminating information to internal and/or external audiences through a variety of communications media.

    OPTION II
    Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in communications, English, social behavioral sciences, or a closely related field to the assignment. Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45-quarter units of the required experience.

    Experience: Three years of progressively responsible experience in program analysis, budget parameters, economic analysis and/or urban planning.

    OPTION III
    Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in communications, English, social behavioral sciences, or a closely related field to the assignment. Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45-quarter units of the required experience.

    Experience: Four years of responsible experience in the development and/or implementation of local, state or federal governmental human service programs, which must have included some responsibility for community relation's work and program development.

    ALL OPTIONS
    Knowledge of: Budget planning and preparation; principles of administrative management necessary to analyze and evaluate operating services and programs; principles and practices of fiscal management and budget control; grants; elements of supervision.

    Ability to: Provide supervision and guidance to staff; prepare complex reports and correspondence; represent management at meetings, community affairs and government agencies; communicate clearly, concisely and meaningfully in both written and verbal form; build effective relationships with, and meet the needs of the public for quality customer service; deal effectively with a variety of socio-economic disadvantaged groups; evaluate programs for effectiveness; recognize problems and develop effective solutions.

    MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



    • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


    • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


    • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


    A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
