Job Description:
The Nebraska Department of Labor has an exciting opportunity for an Unemployment Insurance (UI) Tax Administrator to join our team. This position administers the UI Tax Contribuition program in accordance with the Nebraska Employment Security Law and Federal regulations and guidelines, directs the statewide tax accounting and tax enforcement operation, and directs wage record management. We are looking for an individual who has strong organizational and leadership skills, the ability to manage multiple priorites, and knowledge of unemployment insurance tax laws.
Successful candidate will be required to complete and pass a Federal Background Check, which includes being fingerprinted.

Examples of Work
Direct the program goals and objectives of the UI Tax section.
Direct the oversight of enforcement systems and procedures.
Direct an active audit program to ensure compliance with the provisions of the Nebraska Employment Security Law.
Direct the functions and activities required to collect payments in lieu of contributions, combined tax, penalties, and interest.
Examine and process quarterly combined tax reports and bring delinquent filers into compliance.
Direct the functions involving computation of experience rating including the transfers and partial transfers of wage experience and reserve account balances and the maintenance of individual reimbursable accounts for non-profit, educational, and governmental organizations.
Communicate both orally and in writing with employers, consultants, representatives of law firms, accountants, officials or other states and the federal government regarding Unemployment Insurance functions.
Supervise managerial/supervisory staff; set priorities and plan section operations to achieve goals.
Become the agency subject matter expert on software used for the administration of the UI Tax program and UI Tax reporting requirements.
Manage, through supervisors, the collection of employer contributions and payments in lieu of contributions, make determinations as to employer liability for contributions and payments in lieu of contributions to the Unemployment Compensation Fund, termination of accounts and collection of delinquent accounts.
Determine the likelihood of collection of delinquent accounts and oversee the accurate reflection of employer accounts written off as uncollectable.
Location: NDOL Administration Building, 550 South 16th Street, Lincoln, NE Schedule: 8am-5pm; Monday-Friday
Requirements / Qualifications:
Minimum Qualifications: Bachelor's Degree in one of the following areas: finance, financial administration, economics, public or business administration/management. A minimum of one (1) year coursework in accounting plus four (4) years experience in progressively more responsible positions in professional or technical fields such as auditing, accounting, business or public administration, law or in the Employment Security program and with minimum two (2) years in a supervisory position OR any equivalent combinations of education, training and/or experience that will enable an individual to possess the required knowledge, skills and abilities.
Preferred Qualifications: Preference will be given for any or all of the following: (1) Master's degree in Accounting, Business Administration, or Public Administration; (2) experience in tax collection program, Certified Public Accountant, and (3) supervisory experience.
Other: Must have a valid driver's license or the ability to provide independent authorized transportation. Successful candidate will be required to complete and pass a Federal Background Check, which includes being fingerprinted. Knowledge, Skills, and Abilities:
Knowledge of: principles and practices of personnel, business, and office management as applied to public administration; phases of payroll accounting which are involved in the determination of employer liability and other employer contribution problems.
Ability to: maintain a consistent interpretation of contribution collection provisions of unemployment compensation laws, and of the departmental procedures and regulations; plan, lay out work details and train employees in proper work methods and procedures; establish and maintain harmonious working relationships, with employers, attorneys, and accountants; cooperate with other administrative personnel in the coordination of closely related activities; review program activities analytically; develop plans and methods for improving services.
