ABOUT THE POSITION
The County of Riverside (TLMA) Transportation Department has an opportunity for a Technical Engineering Unit Supervisor assigned to the Traffic Operation division in Riverside.
The Technical Engineering Unit Supervisor will plan, organize, assign and supervise the work of technical and clerical staff involved in the review and delivery of traffic signal plans, traffic control devices and signage and striping plans. The Technical Unit Supervisor will engage in technically complex and specialized sub-professional civil engineering work, to perform the most complex technical work in connection with traffic signal and signage operations.
The Technical Engineering Unit Supervisor functions as a working supervisor over the work of a section within a major functional engineering division in the Transportation Department. Incumbents report the Highway Operations Superintendent.
The department seeks applicants with advanced knowledge and expertise in traffic and highway operations. Competitive candidates will have experience with Caltrans Standard Plans and Specifications. Candidates with supervisory or lead experience are highly preferred!

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.
EXAMPLES OF ESSENTIAL DUTIES
• Plans, organizes, assigns, and reviews the work of technical and clerical staff of a section within a major functional engineering division primarily involved in the delivery of Traffic Projects including traffic signals, Intelligent Transportation Systems (ITS), etc.
• Analyzes technical engineering data and prepares reports and recommendations; coordinates field inspections of traffic signal improvements and other traffic related projects.
• Develops County Standards and Specifications for ITS, traffic signal, and signing and striping projects.
• Provides technical input for traffic signal timing activities.
• Provides technical information to officials of other governmental jurisdictions, engineers, and the public; investigates and resolves problems with special circumstances involving the activities of the unit and the public.
• Provides guidance and training to unit personnel; personally or through subordinate supervisors evaluates the performance of subordinate personnel.
• Represents the Transportation Department at meetings related to unit
MINIMUM QUALIFICATIONS
EITHER I
Education: Graduation from a recognized college with a bachelor's degree in Civil Engineering. (Possession of a valid certificate of registration as a Civil Engineer or as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may be substituted for the required education.)
Experience: Two years of responsible professional civil engineering experience.
OR II
Experience: Six years of technical and responsible sub-professional engineering experience of which at least two years must have been performing complex assignments in connection w ith planning, design, traffic, materials testing, hydrology, or construction inspection duties at a level equivalent to Senior Engineering Technician in Riverside County. College level courses in civil engineering or a closely related subject such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, or hydrology, may be substituted for up to three years of the non-specialized required experience on the basis of 12 semester of 18 quarter units equaling one year of experience.
Knowledge of: Engineering plans, maps, and specifications; road construction practices and terminology; engineering mathematics; laws, rules, and regulations pertaining to unit activities; principles of personnel supervision and employee training.
Ability to: Plan, organize, and supervise the work of technical and clerical staff; review and evaluate engineering data; prepare complex technical reports involving mathematical computations; represent the department at meetings with other departments, agencies, or the public; maintain cooperative working relationships with others.
Other Requirements
License/Certificate: Possession of a valid California Driver's License may be required for some positions in this class.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
