ABOUT THE POSITION
The County of Riverside seeks to fill an Administrative Services Assistant - Parks position.
The incumbent will perform a variety of routine administrative tasks in the areas of budget, purchasing, facilities management, personnel, and general office management; and performs other related duties as required. The Administrative Services Assistant class is an entry level classification and reports to a supervisory or manager level position.
The ideal candidate will have contract and grant experience with an advanced level of program review and documentation maintenance experience.

EXAMPLES OF ESSENTIAL DUTIES
• Gather and compile facts, statistics and develop estimates and projections in order to evaluate effectiveness of program results; recommend revisions in program direction as a result of statistical evaluation.
• Prepare or review program grant and funding requests; provide technical assistance to contract providers in the development of grant proposals; evaluate performance of contract providers from an administrative viewpoint; identify potential sources for grant funds to augment County funding of specific programs.
• Assist in the preparation and maintenance of a program budget and the establishment of fiscal control; represent a program or its director relative to fiscal or budgetary matters in meetings with members of the community or other agencies; prepare budgetary, fiscal, and administrative reports.
• Prepare proposals for federal or state funding of County programs and compile necessary supportive data.
• Study existing statutes and proposed legislation to determine their effect on program operation and cost.
• Confer with department supervisors to devise more efficient office procedures.
• Solve problems related to office management including workflow and staffing needs.
• Write or revise procedures, program guidelines, and training manuals.
• Establish and maintain an office supply, facilities, equipment, and inventory control system for an entire department.
• Determine usage and placement of telephone equipment and office space layout, recommending changes as necessary.
MINIMUM QUALIFICATIONS
OPTION I Education: Completion of 60 semester or 90 quarter units from an accredited college or university, preferably with coursework in accounting, business or public administration, finance, or a closely related field to the assignment. (Qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
OPTION II Experience: Two years of technical or specialized clerical experience.
ALL OPTIONS Knowledge of: Basic accounting principles; fiscal and budgetary procedures; efficient office principles and procedures; basic statistical methods, including survey techniques.
Ability to: Analyze office management and administrative problems in order to devise workable solutions; prepare budget requests and monitor expenditures; prepare grant proposals between the County and private/public institutions or organizations; prepare clear and concise reports; establish and maintain effective working relationships.

Pre-Employment

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
