Job Summary:

This agile position is located within NAWCAD, Air System Group, Supply Support Division, Diminishing Manufacturing Sources and Material Shortages (DMSMS) Branch (AB33300), supporting DMSMS efforts onboard NAS Patuxent River, MD. The incumbent is responsible to the PMA-271 Product Support Manager (PSM) for understanding, developing, and performing DMSMS/Obsolescence Management and Supply Support processes.


Essential Job Functions:

  • The incumbent will develop and maintain DMSMS Management Plans.
  • The incumbent will participate in DoD and Navy level Working Groups related to DMSMS, Counterfeit and Lead-free topics, in order to ensure that NAVAIR policy, guidance and instructions are in alignment.
  • The incumbent will support various integrated logistics agencies by conducting the DMSMS technical area portion of the assessment as well as develop and implement internal processes, policies and procedures that support the Program requirements for obsolescence issues.
  • This position will coordinate with and support the NAWCAD Obsolescence Management Team (N-OMT) and will provide NAVAIR customer support based on N-OMT requirements.
  • Familiarization of DoDI/M 4245.15 DMSMS Policy, SD-22 DMSMS Guidebook, SD-26 DMSMS Parts Management Contracting Language Guidebook is essential.
  • Proactively manage BOMs through obsolescence tools and perform research analyses to lessen DMSMS impact on aircraft readiness.
  • Familiarity with databases such as: DoD EMALL, DECKPLATE, Vector, OneTouch, NATEC, JEDMICS, WebFLIS, ASSIST, GIDEP, Total Parts Plus, IHS BOM Manager, Haystack, and ILSmart.
  • Open/track DMSMS cases and research mitigation strategies; Life of Need Buys, Alternates, Redesign, etc.
  • Use critical thinking skills to perform analysis of avionics systems from the system down to the lowest level of repair. Identifying BOMs, failure data, repair data, spare levels and piece part component availability to determine the supportability of the system until its predicted end of life.
  • Use critical thinking skills to analyze the supplier base from the system down to the lowest level of repair. Identify those suppliers who may be at risk or are in the process of no longer producing required material to support the weapons system.
  • Develop and deliver to leadership BOM Health Assessment and Obsolescence Reports recommending mitigation strategies for program leadership review.
  • Compile yearly DMSMS Cost Avoidance Metrics.
  • Knowledge of Foreign Military Sales to see if obsolescence mitigation cost can be shared across users.
  • Provide oversight to Original Equipment Manufacturer (OEM) managed obsolescence programs.
  • Monitor, collect and trend data to determine the effectiveness of the DMSMS mitigation policies and processes.

Other Job Requirements:

Leads, coordinates, and/or participates in meetings to discuss issues, problems, and deficiency resolution planning. Provides professional expertise, oversight, and reporting to ensure that the latest advancements and application of monitoring and reporting technology are considered and implemented. Performs other duties as assigned.



Qualifications/Education/Experience/Skills:

Bachelor of Science or higher degree in a mechanical, aerospace, electrical, or related engineering field from an ABET accredited academic institution with 3 years of relevant work experience, OR, have relevant work experiences that could be considered as an educational substitution, is required. Must be capable of obtaining and maintaining a Top Secret level security clearance.


Physical Requirements:

While performing the duties of this job, the employee routinely is required to learn and apply new information and/or skills. Must be able to interpret data, information, and documents. Occasionally will need to lift and/or move up to 20lbs. Moderate environment temperature and noise level. Occasional travel may be required, around 15%. This is largely a sedentary role; this role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
