SUMMARY
Paragon Professional Services, Inc., a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Program/Project Advisor III for the Department of State. The Department of State, Office of Logistics Management, Office of Program Management and Policy (A/LM/PMP) requires a support contractor to provide administrative, professional, and technical staffing services.
Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
Prepares detailed specifications from which programs will be written
Liaises with external or internal clients including but not limited to, agency
management personnel, other contractor managers, and client agency
representatives.
Analyzes and revises existing system logic difficulties and documentation.
Performs on complex and specialized systems and programming tasks.
Plans and directs technological improvements and project management
implementations.
Responsible for deliverable quality and integrity of the final work product.
Responsible and accountable for the successful performance of the project.
Participates in system feasibility, proposals, design, and integration.
Ensures that program, project, and task performance, as well as all deliverables, are
acceptable and produced as specified.
Responsible for providing analyses, findings, requirements, and recommendations
on assigned matters.
Researches and solves user problems by modifying existing systems.
Draws up specific proposals for modified or replacement systems.
Draws up a testing schedule for the complete system.
Creates user manuals.
May oversee the implementation of a new system and provide training to users of a
new system.
Qualifications
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

A bachelor's degree from an accredited institution and eight (8) years of related
experience.
Familiarity with the hardware, software, communications, and management aspects of
the project or requirement and be able to demonstrate large scale project management skills.
Experience in planning, supervising, and managing large-scale software applications
development, maintenance, and migration efforts; network engineering, implementation, and maintenance projects; business reengineering; or other
assignments relevant to the project or requirement.
Excellent oral and written communications skills with all levels of management,
personnel, contractors, and client agency representatives including program
management, contracts, technical staff, and vendor and user community.
Advanced knowledge using Microsoft Office Suite.

WORK ENVIRONMENT

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

ADDITIONAL QUALIFYING FACTORS
