IREX is seeking a Senior Program Officer in Ukraine. The Senior Program Officer will support the program management staff and provide subaward coordination and projects management support, and well as direct assistance with the overall program needs to increase societal resilience to propaganda and disinformation targeting Ukraine.

The Senior Program Officer will support the civil society informational resiliency program implementation with organizational, compliance, procurement, subgrants and project management, communications, capacity-building coordination and/or delivery, network building, and other tasks as required.

Your Background & Skills

  • Bachelor's degree in management, administration, legal/social studies, communications, or related field
  • A minimum of 5+ years of relevant experience, including experience with project management, and/or sub-granting
  • Work experience with civil society organizations and/or international organizations/projects, is a plus
  • Work experience with coordinating and/or providing the capacity-building of CSOs in Ukraine, is a plus
  • Demonstrated knowledge of local laws and donors’ procurement policies
  • Demonstrated knowledge of DEI, is a plus
  • Demonstrated excellent written and spoken English and Ukrainian language skills and interpersonal skills
  • Demonstrated proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel)
  • Demonstrated very good communication skills and follow up
  • Demonstrated high attention to detail and strong organizational skills including time management, ability to prioritize multiple tasks in a fast-paced working environment, and ability to remain flexible while adhering to strict deadlines
  • Demonstrated cross-cultural communication skills
  • Demonstrated ability to work both independently and collaboratively as a team member
  • High problem-solving skills, and ability to take ownership over assigned responsibilities
  • Ability to work under pressure and meet tight deadlines
  • Ability to travel within Ukraine on work assignments

  • You must have unrestricted authorization to work in Ukraine.

Your Daily Tasks

  • Provide technical assistance to the program management staff with the program implementation, including the performance of the organizational, compliance, procurement, subgrants and project management, communications, capacity-building coordination and/or delivery, network building, and other program duties and tasks as required.
  • Direct coordination of the effective and consistent liaison between the subgrantees and IREX team to ensure efficient program implementation and communication
  • Support program implementation, including contributing to the risk mitigation efforts
  • Contribute to and lead as requested program monitoring, evaluation, learning, and data management efforts
  • Initiate and coordinate network/programmatic events logistics and travel
  • Drafting and coordinating the internal and external communications, including internal and external memos, donor reports, briefs, and other proposals/reports, as requested
  • Represent the program internally and externally (stakeholders, actors, donors, civil society, etc), as required
  • Contribute to the programs’ communication efforts internally and externally, as required
  • Contribute to and coordinate the network-building efforts internally and externally, as requested
  • Monitor the landscape and networking related to the topic of the program, and provide related support to the program management staff, as requested
  • Draft memos and communication for IREX records and other purposes, as needed.
  • Support the partners’ engagement, as requested.
  • Supports the renewal and evolvement processes of the program, as requested
  • Initiate and coordinate the network-building efforts related to the program partners and stakeholders, as requested
  • Coordinate financial tracking, payment processing, and credit card reconciliation, as requested  
  • Draft and monitoring of procurement and payment requests in compliance with IREX and USG standards  
  • Draft contracts and other consulting agreements in line with IREX and USG standards 
  • Contribute to program compliance efforts and processes and seek appropriate approvals and staff involvement, as requested
  • Coordinate the capacity and program assessments, as requested
  • Perform coordination, monitoring, and tracking of subgrants agreement progress, as requested
  • Update internal databases for contracts and subgrants.  
  • Review field office expense reports.  
  • Assist in seeking solutions to contractual and subgrant questions rooted in IREX and USG policies.  
  • Liaise with other teams within IREX on finance and compliance issues, as requested.
  • Seeking to form effective cross-cultural communication through strong professional bonds
  • Coordinate and enhance DEI internally and externally, as requested
  • Contributing to a positive, collaborative and inclusive team environment both within the program team and among local and HQ teams
  • Demonstrate proactivity and ownership over assigned responsibilities
  • Support and/or mentor the team members when needed/as requested
  • Other support duties as needed.
