Background Information:



Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems for the US Department of Defense (DOD) and commercial customers, is seeking an experienced Subcontracts Program Manager to be based in our Arlington, VA office. As the Subcontracts Program Manager, you will work with senior leadership and a team of mission-focused engineers to solve some of our customer's toughest challenges. Initiative, creativity, reliability, and efficient teamwork will be required to succeed in this dynamic customer space.



Overview:


The Subcontracts Program Manager will work closely with IDT's Program Managers and Technical Leads to serve as the primary Point of Contact for all subcontract activities across the Advanced Capabilities Business Area. The Advanced Capabilities Business Area is a team of mission-focused engineers who work to support real-time automated test and analysis, virtual compute environments, machine learning based data analytics, cybersecurity, as well as backfit and forward fit tactical solutions.


In this role, you will be responsible for subcontract schedules, the successful delivery of subcontracts and identifying areas of improvement. You will work closely with contracts and program technical leads throughout the subcontracting process from requirements development, through execution and closeout. You will act as a strategic business partner to IDT Contracts, responsible for building lasting relationships both internally and externally while delivering balanced and equitable business deals. You will be responsible for balancing the rapid delivery of capability with protecting the business interests of IDT.


You will use your knowledge of applicable acquisition regulations and your business judgement to resolve complex problems and ensure strategic subcontract management processes that further the goals of IDT.

Responsibilities Include:



  • Lead the management and execution of multiple subcontract focused programs

  • Serve as an internal and external stakeholder interface

  • Schedule and track deliverables and project costs for subcontracts

  • Develop IMS, POAMs, and staffing plans

  • Monitor and track subcontractor activities and deliverables.

  • Build and maintain relationships with subcontractor partners.

  • Coordinate with the IDT contracts departments to review technical proposals.

  • Provide recommendations on contract terms and conditions and advise AC leadership on problem resolution for subcontracts.

  • Actively participate in client meetings and reviews

  • Assist in proposal evaluation and assist in creating artifacts necessary to justify contract award

  • Manage financial aspects of IDT subcontracts including project execution, and invoice tracking and payment

  • Assist with subcontract closeout responsibilities

  • Evaluate program status to ensure progress is being accomplished toward specified program objectives and modify methodology as required to redirect activities to attain objectives

  • Ensure programs deliver solutions which meet all contractual requirements and customer expectations including technical performance, quality, and cost

  • Develop and execute on business, solution, and product strategy to ensure the growth and success of one or more programs

  • Apply thoughtful, data-driven analysis and technical judgment to recommend business decisions

  • Support proposal development and cost estimating for follow-on and new contracts


Minimum Required Qualifications:



  • 5+ Years of Experience in Program Management in the federal government sector

  • Bachelor's Degree in relevant field


Desired Qualifications:



  • Project Management Professional (PMP) certification


Required Skills:



  • Experience managing federal government programs

  • Experience with government acquisition and procurement processes

  • Familiarity with appropriation law and acquisition regulations

  • Experience in proposal and cost estimation development

  • Experience managing projects across cross functional teams, building sustainable processes

  • Experience financially tracking complex projects

  • Experience executing various types of Federal contracts

  • Ability to travel approximately 10%


Preferred Skills:



  • Experience managing DoD programs, US Navy and/or MDA contracts in particular

  • Experience with DOD Small Business Innovation Research (SBIR) contracts or equivalent

  • Familiarity with CMMI Level 3+ processes

  • Familiarity with DOD Systems and/or Software Engineering processes
