We are seeking highly skilled and experienced Senior-level Subject Matter Experts (SMEs) in Electromagnetic Spectrum Operations (EMSO) and Cyber Electromagnetic Activities (CEMA) to support the Army's mission. This role requires strategic, operational, and technical expertise to enhance the Army’s EMSO and CEMA capabilities in alignment with Multidomain Operations (MDO) and Army Campaign Plan (ACP) objectives.
The successful candidate will work closely with HQDA, OSD, Joint Staff, Army Secretariat, and other key organizations to develop and implement strategies, policies, and operational plans for EMSO and CEMA.
Participate in DoD, Joint, and Army projects, studies, and working groups related to DAMO portfolios (SOC, SOW, SOI, FM, or ACM-EW).
Track Army, Joint, ECC, and Congressional actions/tasks in Task Management Tool (TMT) /ETMS2, and OSD Correspondence and Task Management System (CATMS).
Prepare and task Army organizations (ACOMs, ASCCs, DRUs, Secretariat) via TMT Action Officer – Principal level in support of EMSO strategies and policies.
Conduct briefings for EMSO strategies and policies to Army organizations, GO/SES, and Principal levels.
Review and comment on draft DoDIs, DoDMs, and RFIs regarding EMSO strategies and policies.
Schedule meetings, maintain contact lists, and disseminate agendas, read-ahead packages, and notifications.
Use effective and grammatically correct written communication skills.
Support travel requirements for DAMO organization-related activities.
Provide subject matter expertise on EMSO-related matters.
Deliver strategic and operational recommendations to integrate EMSO into ACP objectives and operationalize MDO tenets.
Perform operational analysis, provide technical support, and offer expert recommendations on Army strategies, policies, and resource requirements for EMSO.
Research inquiries from Congress and higher authorities and draft responses related to EMSO.
Coordinate with OSD, OUSD, Joint Staff, Army Secretariat, HQDA, ACOMs, ASCCs, and DRUs on EMSO initiatives.
Provide Senior-level expertise in CEMA EMSO and Electromagnetic Warfare (EA, ES, EP), Information Assurance (IA), and Spectrum Management Operations (ESMO). EMSO.
Support the development, proposal, coordination, and implementation of CEMA EMSO strategies and policies.
Provide support to threat analysis to identify specific requirements and develop actionable recommendations.
Conduct research, writing, and staffing for issues related to EMSO and CEMA missions.
KNOWLEDGE/SKILLS/ABILITIES
Exceptional analytical, research, and writing skills.
Proficiency in preparing operational and strategic-level documentation and reports.
Strong verbal and written communication skills.
Vast experience in coordinating and collaborating with high-level staff, including OSD, Joint Staff, and Army organizations.
QUALIFICATIONS:
Minimum Qualifications include:
Top Secret w/ SCI Security Clearance
Extensive knowledge of HQDA processes and systems.
Previous completion of equivalent or relevant Army courses for the position.
Subject matter expertise in EMSO, or EW, CEMA, MDO, or related elements.
Must be able to travel in support of DAMO organization requirements.
Experience with TMT/ETMS2
Preferred Qualifications Include:
Familiarity with Army, Joint, and DoD operational and policy development.
Proven track record in managing and executing complex EMSO or CEMA initiatives.
