Description:

Connecticut Institute For Communities, Inc., seeks to hire a full-time Senior Finance Analyst. Under the direction of the Controller / Deputy Finance Director, this position has responsibility for the fulfillment of various financial responsibilities relating to CIFC's Programs, specifically all Early Childhood Learning Programs, Beaver Street Apartments Cooperative, and miscellaneous analysis of CIFC Health Programs. In addition, this position will assist the Deputy Finance Director / Comptroller in maintaining compliance with OMBs Uniform Guidance and Head Start Performance Standards related to financial management.

This position is chiefly responsible for the following functions and may perform other tasks as needed:

· Fiscal Management (80%)

· Program Governance (10%)

· Budget Planning (10%)

This position requires compliance with CIFC's written standards, including its Compliance Program and all organizational policies and procedures. Such compliance will be considered as part of the employee's regular performance evaluation. Failure to comply with the standards, which may include failure to report any conduct or event that potentially violates legal or compliance requirements, will be met by the enforcement of disciplinary action, up to and including possible termination, in accordance with CIFC's Compliance Policy & Plan and the CIFC Employee Manual.

Under the supervision of the Deputy Finance Director/Comptroller:

A. Fiscal Management

1) Ensuring the proper accounting for fixed assets analysis and monthly journal entry preparation

2) Prepare the financial statements of all non-Health Center related programs for inclusion in the monthly Board of Directors package along with summary narratives of monthly variance results compared to budget for review and approval by the Deputy Finance Director/Comptroller

3) Payroll timecard review and allocation for Early Learning programs

4) Completion of special projects as assigned (i.e inventory, annual CIFC Health Medicaid and Medicare cost reports, and quarterly CIFC consolidation

5) Analysis of assigned general ledger accounts insuring that ending balances are correct, properly documented and agree to the general ledger for quarterly and year-end audit review.

6) Providing assistance to the CFO and Deputy Finance Director during the annual audits of CIFC, the Beaver Street Co-Op, and CIFC affiliates.

7) Responsible during the annual audits for the review and explanation to outside auditors of the prepared analyses of general ledger accounts referenced above

8) Reviewing the work of assigned Financial Assistants

9) Other related duties as assigned.


Performance Indicators:

· Monthly closings completed and on-time according to monthly closing schedules

· Board of Directors material completed accurately and on-time according to CEO's schedule

· Proper analysis and understanding of the purpose of assigned general ledger accounts

· Understanding of accrual accounting, depreciation, amortization and financial statement preparation

· Understanding of grant accounting and fiscal year time periods

· Ability to complete tasks with minimum supervision

· Zero significant findings on fiscal portion of federal monitoring reviews

· Unqualified audit opinions and continued qualification as a federal low risk auditee

· Feedback from Deputy Finance Director/Comptroller and program managers


Program Governance:

Through the Deputy Finance Director/Comptroller, provide timely and relevant fiscal information to the Head Start Policy Council(s), Program Managers and CIFC's Board of Directors

A. Budget Preparation

Under the supervision of the CIFC Deputy Finance Director/Controller, the position will work with other CIFC Senior Management (e.g. the Chief Executive Officer, Chief of CIFC Health and Organizational Enhancement, Chief of CELP, as well as program directors and others) in the development and planning of budgets for CIFC programs and projects, and the preparation of financial models, financial forecasts, pro-formas, etc.

Requirements:

Qualifications:


· An advanced degree is preferred (Masters) with a BS in Accounting or a related field being mandatory.

· 5 years prior experience in other organizations where a demonstrated success in the Finance department was exhibited as indicated by increasing responsibilities

· Computer capabilities at a professional level with Excel, Word, PowerPoint, and Excel Charts. Advanced level Excel skills required.

· CPA designation a plus, but not required

· Pass background check, and fingerprinting screening

· Valid driver's license required

· Bilingual skills in Spanish and/or Portuguese a plus, but not required

Knowledge: Advanced knowledge of GAAP. Advanced knowledge of computer software, hardware and data management. Knowledge of federal and state grant budgeting and reporting practices and procedures is helpful.

Abilities: Ability to understand and implement Head Start Performance requirements and policies; Ability to exercise professional judgment in evaluating issues and propose solutions; Ability to understand job requirements and complete tasks without constant direction from supervisor; Ability to establish and maintain effective working relationships with staff, clients, outside agencies and the public; Ability to keep all information strictly confidential; Ability to supervise and lead subordinate finance staff;

Ability to exercise internal controls and cybersecurity

Mathematical Skills

· Manipulate complex spreadsheets of financial data at an advanced level

· Understand advanced calculations and mathematical formulas.

Reasoning Skills

· Define a problem, analyze data, and draw valid conclusions

· Interpret an extensive variety of instructions

· Summarize conclusions and instructions, then make recommendations and develop implementation strategies
