IREX is looking to hire a Monitoring, Evaluation and Learning (MEL) Officer. The MEL Officer is Amman, Jordan based and will work under the guidance of the Monitoring, Evaluation & Learning (MEL) Director. The MEL Officer will support all Monitoring, Evaluation & Learning (MEL) activities for Early Grade Education Activity (EGEA), including tracking progress on activity indicators and ensuring effective inclusion practices throughout the program. The MEL Officer will support the development of project work products, to include but not limited to, data collection tools, program timelines, reports, and other MEL products/documents.

Your Background & Skills

  • Bachelor’s Degree in statistics, data science, industrial engineering, international development, economics, social sciences, or related field.  
  • Demonstrated experience working on USAID projects preferred.  
  • Minimum of 3+ years of relevant experience in a MEL position supporting the execution of MEL activities on international development projects.
  • Good command of English and Arabic.  
  • Experience designing, implementing, and operating project M&E data management from project initiation to closeout stages.  
  • Experience planning, designing and managing surveys, assessments, and studies.  
  • Experience developing and refining data collection tools content and design.  
  • Experience digitizing data collection tools using different open sources and mobile application tools (Kobo toolbox, open data kit).  
  • Experience analyzing quantitative and qualitative data.   
  • Experience with data quality assessments and oversight.  
  • Good knowledge of program implementation, monitoring and evaluation techniques and practices.  
  • Ability to liaise and negotiate with government and relevant partners. 
  • Excellent analytical skills (Excel, SPSS,). 
  • Excellent experience in data visualization utilizing modern applications and tools (such as but not limited to Power BI, Prezi, Infographic, PowerPoint presentation (as a must).  
  • Ability to work in a team and good interpersonal skills.  
  • Good computer applications skills.  
  • Ability to deal with people with tact and diplomacy. 
  • Ability to work independently with little supervision.  
  • Ability to work under pressure and meet deadlines. 
  • Ability to work in diversified environments. 
  • Ability to read and interpret regulations and procedures and clearly communicate them to others.   
  • Ability to collect and input data- into computerized databases and spreadsheets and analyze data and information.  
  • You must have unrestricted authorization to work in Jordan.

Your Daily Tasks

  • Oversee data collection, storage, analysis, and reporting processes to ensure high-quality data management.
  • Mentor and monitor ASAS partners and grantees to ensure data accuracy and timely delivery. 
  • Collaborate with program staff to support the preparation and review of program reports. 
  • Manage MEL data processes, including data cleaning, coding, and entry. 
  • Assist in developing and implementing MEL orientation sessions for ASAS staff, partners, and beneficiaries. 
  • Contribute to the creation and ongoing updating of MEL plans in alignment with project timelines and activities. 
  • Organize and facilitate M&E training sessions with EGEA senior leaders and partners as needed. 
  • Support data collection and verification efforts to maintain compliance with project guidelines. 
  • Conduct statistical analyses on activities and prepare reports to inform and enhance service delivery. 
  • Generate M&E reports and presentations as needed, ensuring alignment with program objectives. 
  • Coordinate with IREX HQ to upload program data to the IREX relational database (ActivityInfo) and report on Strategic Plan indicators relevant to EGEA. 
  • Participate in the IREX MERL Community of Practice and related activities as requested. 
  • Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by manager.
  • Other support duties as needed.
