Primary Purpose of Organizational Unit:

The primary purpose of Electric Distribution Systems (EDS) is the distribution of electricity to the various buildings on the University campus and to the UNC Hospitals. This is accomplished through a complex system of 12kV underground circuits in duct banks run all over campus, which is controlled and protected by a modern relay and control system. EDS is part of Energy Services.


Position Summary:



A SIGN-ON BONUS OF $7,500 IS AVAILABLE FOR THE SUCCESSFUL APPLICANT OF THIS POSITION PAID IN 2 INSTALLMENTS WITHIN TWELVE (12) MONTHS OF HIRE: $3,750 WITHIN 30 DAYS OF HIRE DATE & $3,750 12-MONTHS AFTER HIRE DATE.




The Engineering Supervisor position will oversee all engineering functions for Electric Distribution Systems (EDS) distributing electricity to Campus and UNC Hospitals. This includes the delivery and distribution of electricity from Duke Energy and Cogeneration Systems to four (4) substations on campus. (These substations support the electricity needs throughout the entire campus. Three of the substations are connected using an entirely new technology in high voltage switchgear, Gas Insulated Switchgear (GIS). This is special state-of-the-art switchgear technology - the first of its type on the Duke Energy system.) Additionally, this position is also responsible for the engineering functions in the installation, operation and maintenance of all roadways, parking lots and area lighting systems on campus (presently comprised of 3.319 lights).


Example duties this position will supervise: The University owns and operates an electrical distribution system extending from the substations to each of the individual buildings served. This system is comprised of 988 electric and telecommunication manholes tied together through 43 miles of duct bank containing 79 miles of underground cable and 5 miles of overhead electric lines - operating at 12,470 volts. The electric energy is delivered using 59 high speed automated switches and 144 manual switches serving 418 transformers. Protective relays in substation breakers, high speed switches, and 338 power quality meters report to SCADA and metering servers over 60 miles of fiber optic cable via communications switches.


Additionally, this individual has responsibility in the design, design review, construction monitoring, inspection and management of maintenance, repair, renovation, and new construction projects (including strategic planning for future projects). The incumbent in this position must have expertise in electric system modeling, Geographic Information System (GIS), EDS switching procedures, and working knowledge from the IBM Maximo system (work management system) to produce work orders, produce sketches and the ability to work with contractors/designers on the EDS system.


The Engineering Supervisor position will supervise the Engineering Staff (3 Engineers, 1 Energy Utilities Specialist/Advanced (Engineering Technician) and 1 Engineering/Architecture/Advanced (Geographical Information System Specialist) and oversee the Engineering Intern/Co-op Programs between other area Universities and Colleges with engineering programs).


Duties for this position are performed during normal work hours (Monday through Friday 7am-4pm or 8am - 5pm). This is a full-time permanent position. The position must respond to system problems any time outside of the normal work schedule including nights, weekends and/or holidays. This is a critical position. This position is considered an Emergency Duty/Adverse Weather Position and must report during periods of adverse weather or other University emergency. This position is considered a Communicable Disease Primary On-site Mandatory and must report during a pandemic or other health emergency.


Minimum Education and Experience Requirements:

Engineer Supervisor: Bachelor's degree in the engineering discipline related to the area of assignment and two years of related engineering experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Architect Supervisor: Bachelor's degree related to the area of assignment and two years of related experience; or equivalent combination of training and experience. Licensed to practice architecture or landscape architecture by the North Carolina Board of Architecture or the North Carolina Board of Landscape Architects. All degrees must be received from appropriately accredited institutions.


Required Qualifications, Competencies, and Experience:

Candidate should a licensed professional Electrical Engineer with a minimum of 7 years of experience who can perform electrical distribution strategic planning and serve as the resident expert on the National Electrical Safety Code and the National Electrical Code.


Additionally, candidate should have at least 3 years in formal supervision to include experience in a Performance Management Program.


This position should have a broad knowledge base that includes protection relay coordination, illumination engineering, electrical controls, parallel generators, power quality, power factor correction, fiber communication, overhead electrical distribution, and underground electrical distribution.


* Understand electrical distribution principles of the 12 kV or higher utility electrical systems.
* Ability to interpret and understand engineering drawings.
* Ability to learn new concepts and innovate engineering applications in the electric power discipline.
* Ability to prioritize work and meet deadlines.
* Ability to mentor and coach staff, ensuring that all employees has sound engineering fundamentals.


Preferred Qualifications, Competencies, and Experience:

Preferably at least ten (10) years of experience in electrical engineering with a focus on power generation and/or electrical distribution within a utility, large industrial complex, or multi-disciplined research and medical care campus environment, such as UNC-Chapel Hill.


Registered professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.


At least 3 years in formal supervision to include experience in a Performance Management Program.


Special Physical/Mental Requirements:

PHYSICAL/ENVIRONMENTAL EFFORTS:


This position requires bending, stooping, climbing/working from high ladders/scaffolding, working on hands and knees, working with arms/hands above head for long periods of time and working with large pieces of equipment, as well as, moving/lifting to 50 lbs. and other physical activities.


The environmental conditions vary tremendously from air conditioning and heat to dusty, hot, humid, and cold conditions. This position will be required to work in all conditions for various lengths of time depending on the operational requirements. This position will work in an industrial environment. This position could be exposed to high voltage equipment, heights, and manholes with standing water.


GUIDES, REGULATIONS, POLICIES, AND REFERENCES USED BY THE EMPLOYEE:


The employee should have a strong foundational knowledge with the National Electric Safety Code (NESC), National Electric Code (NEC), and ability to learn and enforce EDS & UNC Safety Policies/Procedures.
