The Equal Opportunity and Compliance Office (EOC) is UNC-Chapel Hill's designated, central office for addressing issues related to discrimination and harassment based on any protected status, including sexual assault, sexual violence, interpersonal violence, and stalking, as well as retaliation and other related misconduct. EOC addresses all matters related to compliance with relevant education and employment laws and regulations, including Title IX of the Education Amendments of 1972, Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, and other related laws. EOC's compliance efforts include creating, implementing, and enforcing University policies that promote an equitable, inclusive, and welcoming campus community; providing accommodations for students and employees based on protected status; handling matters related to equal employment opportunities; and providing educational programs and consulting services in these areas across campus.
The Equal Opportunity/Title IX Investigator investigates complaints of harassment, sexual misconduct, and discrimination made by and against students, faculty and staff pursuant to the University's Policy on Prohibited Discrimination, Harassment and Related Misconduct. The Investigator will assist the University of North Carolina at Chapel Hill in achieving its goals of providing an open, diverse and inclusive learning and working environment by conducting prompt, thorough and objective investigations of complaints, and by monitoring the University's compliance with Title IX, Title VII and other federal and state statutes and regulatory requirements.
The primary responsibility for this position is managing the daily responsibilities associated with conducting investigations of incidents, as reported to and in close collaboration with the Interim Director, and the Title IX Coordinator and Deputy Coordinator. When a complaint is filed, the Investigator will conduct a prompt and thorough investigation, which includes: identifying and interviewing witnesses, gathering and securing relevant documentation, and identifying other information that would be helpful in bringing the matter to resolution. The incumbent acts as an impartial party in the investigation and provides a detailed report summarizing the findings of the investigation.
Additional responsibilities will include developing an investigative plan for complaints and incident reports, contacting all involved parties, and providing them with information about the investigative process, ensuring a well-documented investigation, analyzing information and working with the appropriate University offices in the course of investigations, maintaining accurate and thorough investigatory files and reports, providing on-going updates to the Associate Director and or Title IX Coordinator, as necessary, and continuously identifying and integrating best practices in investigations.
Relevant post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent educational or instructional activities associated with the delivery and/or management of student support functions, will accept a relevant Bachelor's degree (or foreign degree equivalent) and at least 1 year of relevant experience in substitution.
Bachelor's degree in a related discipline is required. A Juris Doctorate from an accredited law school is strongly preferred. A minimum of three years of progressively responsible experience in equal opportunity or human resources, student conduct, or employment/Title IX investigating including demonstrated knowledge of and the ability to interpret federal and state equal opportunity and non-discrimination laws and regulations and experience in investigating complaints, The successful candidate must have strong organizational, planning, analytical and problem solving abilities; demonstrated ability to communicate effectively both orally and in writing; excellent interpersonal skills; and the ability to handle confidential and sensitive situations with diplomacy and objectivity. Ability to work in a diverse environment and to work effectively with individuals from all levels within the organization. Must be able to work collaboratively with other University offices such as: Office of University Counsel, Office of Human Resources, and the Office of the Dean of Students.
A Juris Doctorate from an accredited law school is preferred.
This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
