PURPOSE:
The Deputy Executive Program Director (DEPD) is responsible for overseeing clinical, operational and fiscal compliance of the Certified Community Behavioral Health Center (CCBHC) on Staten Island.
POSITION OVERVIEW:
Reporting to the Executive Program Director for Community Behavioral Health the Deputy Executive Program Director (DEPD) for CCBHC oversees the Staten Island CCBHC demonstration site. The Jewish Board's Staten Island location features an OMH Article 31 clinic, offering services across all ages. Besides mental health services, the program includes health screening and monitoring, peer support, and client navigation services. The DEPD must expand services according to SAMHSA CCBHC criteria, including developing an OASAS Article 32 program, implementing quality and performance monitoring systems, and fostering community relationships to boost productivity and growth. The DEPD collaborates with CBH division colleagues and other agency members to advance CCBHC goals.
KEY ESSENTIAL FUNCTIONS:
Leadership and Management
Responsible for the overall fiscal, clinical, regulatory and operational management of the CCBHC.
Foster a collaborative and inclusive work environment.
Ensure that the CCBHC meets all SAMHSA and NYS OMH/ OASAS standards and requirements.
Collaborate with Jewish Board clinical and support departmental leadership teams to execute on key strategic initiatives.
Effectively communicates the vision for CCBHC to all service providers.
Program Development and Implementation
Oversee the development and implementation of new programs and services.
Ensure that all services are aligned with the CCBHC model, including crisis services, outpatient mental health , substance use services, and care coordination and that integration is evident and experienced by the clients and employees.
Monitor and evaluate program effectiveness and make necessary adjustments.
Achieves a person centered, collaborative culture that improves engagement and outcomes
Collaborates with other key departments to move forward key initiatives.
Compliance and Quality Assurance
Ensure compliance with all federal, state, and local regulations, including SAMHSA 2023 CCBHC Criteria, NYSOMH CCBHC demonstration requirements and CARF accreditation requirements.
Develop and implement quality assurance and performance improvement plans.
Conduct regular audits and reviews to ensure adherence to standard.
Uses data to drive decision making to improve performance.
Works with the Quality and Transformation Team and Compliance Team to meet all reporting deadlines for external agencies.
Financial Management
Assist in the development and management of the CCBHC budget.
Ensure financial sustainability through effective resource allocation & management and achieving visit volume and growth targets.
Community Engagement and Partnerships
Build and maintain relationships with community partners, including hospitals, social service agencies, and other healthcare providers.
Represent the CCBHC at community meetings and events.
Promote the CCBHC's services and advocate for the needs of the community.
Develops and facilitates a robust Community Advisory Committee.
ADDITIONAL FUNCTIONS MAY INCLUDE:
Collaborates with agency programs and departments to achieve "best in class" services and to achieve operational efficiencies and gains.
For the areas of service responsibility, functions as a principal representative of the agency to the community, government, coalitions, trade associations and funders in conjunction with other senior leadership of the agency.
Ability to maintain the integrity of the agency's reputation with the public, regulatory authorities, and business clients.
Other duties as assigned by the Executive Program Director for Community Behavioral Health
CORE COMPETENCIES for the position include:
Understanding of CCBHC criteria, NYS OMH Article 31 Regulations and NYS OASAS Article 32 Regulations and all other applicable regulations and ability to implement processes that adhere to guidance.
Demonstrate organizational skills consistent with standardizing processes and creating an integrated client experience.
Ability to use data to inform decision making and drive productivity and clinical excellence.
Verbalizes understanding of quality assurance activities and implementation of quality assurance programs.
Skilled at working collaboratively with other departments to implement process change.
EDUCATIONAL/TRAINING REQUIRED:
Master's degree and licensure in a relevant clinical field required, including but not limited to an LCSW, LMHC, LMSW, RN, NPP, or MD.
Additional Master's degree in Business Administration or Healthcare Administration preferred.
EXPERIENCE REQUIRED/LANGUAGE PREFERENCE:
Minimum of 5 years in a senior leadership position in a mental health, substance abuse, social service, health care or similar organization
Demonstrated track record of successfully managing delivery of health care or human services at a significant scale.
Significant experience in change management with proven business and/or clinical results
Experience managing, directing, and motivating a large and diverse workforce; experience with salaried as well as fee-for-service workforces a plus.
Knowledge and experience with creating and maintaining systems that ensure compliance and promote quality.
Able to analyze complex situations, develop conclusions and execute strategic interventions at the highest possible level.
Strong communication skills
The ability to work effectively with all levels of staff and management.
In-depth knowledge of SAMHSA CCBHC criteria and NYS OMH CCBHC demonstration requirements
COMPUTER SKILLS REQUIRED:
Microsoft office competency, including use of spreadsheets.
VISUAL AND MANUAL DEXIERITY:
The candidate should be able to read documents for analytical purposes such as computer information, software, computer graphic design programs, etc.
Limited applications of manual dexterity and hand-eye coordination.
WORK ENVIRONMENT / PHYSICAL EFFORT:
The work environment involves no physical risk or hazardous conditions.
To perform the essential functions of this job, the candidate is routinely required to sit (90% of the time) and stand ( 10% of the time)
This is a hybrid position; must be able to travel to visit the programs on Staten Island and attend leadership meeting in Manhattan on a regular basis.
