We are seeking an experienced Proposal Manager (Corporate Proposals) to support the planning, management, and submission of proposals to advance efforts in Global Health & Development activities, Clinical & Life Sciences, and possibly Military Health & Research. The Proposal manager will manage all aspects of the proposal response and serve as a valued advisor on reviewing and revising proposals, completing budgets, and proposal strategies.

Responsibilities
1. Management and Oversight of Proposal Efforts (50%)
Manage all aspects of the proposal response by identifying proposal support personnel, developing schedules and writing templates, planning/coordinating meetings, and preparing/collecting partner data calls.
Guide proposal/technical writers in developing compliant sections that clearly articulate the win strategy.
Develop a compliance matrix and analyze the RFP/bid requirements against the proposal to ensure both compliance and responsiveness.
Review, edit, and draft proposal sections as needed.
Support the development of the cost proposal.
Track proposal progress and fulfillment of all requirements to ensure timely and compliant submission.
Facilitate the selection and development of past performance references for specific proposals.
Conduct milestone color reviews and internal evaluations of the technical, management, past performance, and overall proposal response.
Coordinate with other associated departments, teaming partners, and program leads to ensure submission of proposal documents that are compliant with CAMRIS and sponsor policies, guidelines, and requirements.
2. Management Support for Capture Pipeline (30%)
Review and analyze BD opportunity pipeline to plan for proposal support needs.
Provide input on all Bid/No-Bid decisions.
Facilitate the development of storyboards in collaboration with the Capture team to develop solution strategies, win themes, pricing strategies, and management plans.
Help identify and cultivate relationships with subject matter experts (SMEs) on a case-by-case basis to assist in developing strong proposals.
Attend appropriate conferences/meetings with key stakeholders.
3. Support Process Improvement (20%)
Support effort to document and standardize the proposal practices utilizing policies, standard operating procedures, checklists, and other tools to develop and maintain high quality and winning proposal efforts.
Contribute to the development and maintenance of a proposal library.
Mentor junior proposal staff, writers, and reviewers.
Introduce new tools, templates, and processes to improve win probability and proposal quality.
Champion and reinforce organizational compliance with business development and capture processes, including confirmation of bid decision, proposal schedule best practices, quality reviews, and appropriate approvals prior to submission.
May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Qualifications
Bachelor's degree in science, Business Administration, or a similar field is required.
Minimum of 6-8 years of experience is required.
Understanding of federal government procurement, solicitation processes, and compliant proposal production.
Experience managing multiple simultaneous capture and proposal efforts, to include managing and coordinating the efforts of other capture and proposal personnel by planning resource assignments, performing quality assurance, and installing process, tools, and templates for team use.
Proficiency in translating federal solicitation details into language and action items for non-public sector professionals.
Experience preparing price and cost volume proposals.
Experience with proposal/project management software, SmartSheet preferred.
Experience with GovWin, SAM.gov, USAID Business Forecasts, and/or Bgov.
Excellent verbal and written communications skills, with ability to compose content that is responsive to solicitations.
