Who We're Searching For: Could It Be You?
The Technical Program Manager is a key leadership position within BCT’s Technology Line of Business (LOB).  The incumbent coordinates, communicates, and collaborates with the client and BCT staff to ensure project teams provide reliable, high quality, and timely deliverables .  This role leads, manages and performs, when necessary,  project tasks, creates new materials, organizes existing materials, systems and resources, identifies opportunities for improvements, and prepares for planned and unexpected changes.  The incumbent  will integrate with the broader Technology LOB managers and staff across various workstreams and teams.  The Technical Program Manager will also serve as scrum master and bring their experience, knowledge, and expertise to bear.  This is a supervisory position, requiring the Technical Program Manager to take responsibility for leading, directing and managing the work and the needs of team members.

The Technical Program Manager must be located within commuting distance of the Washington, DC area, and be willing to work on-site when requested by the client. 

Relevant experience working with federal agencies, including HHS, DOL, ACL, ACF, OHS, NIH, or OMH, is highly desirable.

How You Contribute to the Team:
Project Management:
  • Track and manage activities, timelines, resources, and outcomes.
  • Ensure systems and procedures are in place to support efficient project execution.
  • Develop communication and quality control plans, including reporting and corrective actions.
  • Serve as the primary contact for the client.
  • Prepare timely and accurate reports as needed.
Program Management:
  • Oversee requirements management and refine solutions based on client feedback.
  • Provide scheduling, progress estimations, and recommendations.
  • Implement solutions, train the client, and manage updates.
  • Act as the main point of contact throughout the project lifecycle.
Supervisory:
  • Ensure staff understand duties, expectations, and deadlines.
  • Monitor productivity and provide feedback and coaching.
  • Foster a team mentality, supporting staff growth and resolving issues.
  • Participate in hiring, training, and performance evaluations.
  • Ensure adherence to policies and procedures, involving senior leaders or HR when necessary.
Systems Support and Maintenance:
  • Maintain client transparency through various communication channels.
  • Provide support for user access, site updates, and technical issues during the maintenance phase, keeping the client informed of progress.
Perform other reasonable tasks as assigned that support BCT’s goals and objectives. 

What You Bring to the Table:
  • Bachelor’s or Advanced Degree from an accredited institution, preferably in Project Management, Computer Science, or a related field.
  • 7-10 years of project management experience, with demonstrated skills in overseeing web-based systems with complex data processing requirements.
  • Required Certification: PMP (Project Management Professional).
  • Knowledge of Agile methodologies and experience in OME (Online Management Environment) projects.
  • Business Development experience, including proposal writing and client relationship management.
  • Proficient in 508 compliance for accessibility standards.
  • Strong organizational and project coordination skills, with an ability to manage multiple priorities effectively.
  • Excellent written and spoken communication skills for facilitating online and in-person meetings.
  • Strong interpersonal skills, able to network, collaborate, and build relationships with diverse teams, clients, and partners.
  • Demonstrated ability to lead and motivate cross-functional teams, with experience working with individuals of varying seniority.
  • Strong analytical skills, with experience in aggregating, analyzing, and presenting data from multiple sources.
  • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and familiarity with virtual meeting platforms; adaptable to new applications and technologies.
BCT offers a competitive total compensation package that, for this position, includes base salary with a starting annual range between $125,000 and $135,000, along with a generous benefits package.  BCT’s benefits include heavily subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a plentiful paid time off policy.
