Capital Planning and Facilities (CPF) works to ensure that IU campuses are beautiful, functional, and sustainable while supporting excellence in teaching, learning, research, and community engagement across the entire university.


A unit within CPF, Engineering Services provides engineering solutions for IU campuses. Part of the Capital Projects unit, our team of licensed engineers and skilled systems designers provides mechanical and electrical engineering services and handles special engineering projects for all IU campuses. Engineering Services also provides technical consulting and support for other divisions within Capital Projects.

Job Summary



Department-Specific Responsibilities


  • Provides leadership and guidance to mechanical engineers and designers, designs and coordinates building systems across all 7 IU campuses.

  • Develops project scope, prepares cost opinions and specifications, and completes project implementation, partnering with CPF colleagues in the following areas: Architecture, Construction Management, Real Estate, Facility Operations, and Administration to ensure that open communication is occurring on relevant projects.

  • Assists in long range planning and budgeting.

  • Provides review and critique of design work performed outside consultants to ensure compliance with university standards.

  • Prepares design documents (plans and specifications) for building systems.

  • Researches and interprets current state and federal codes and design standards as well as University standards. Make decisions based on the proper application of these standards using knowledge and expertise to all design concepts and renovations.

  • Manages assigned projects and see through to completion.

  • Prepares project cost estimates. Provide technical guidance to colleagues and staff across campuses.

  • Provides assistance in design/procurement/maintenance of IU communication systems as requested.

  • Directs, coordinates and administers the activities of the Mechanical Engineering division.

  • Provides guidance to staff on priority setting and strategy development, monitor performance for accuracy and completeness.

  • Reviews design work performed by in-house team.

  • Ensures staff are properly trained to monitor compliance with state and federal regulations; University policy and guidelines; safety and OSHA compliance, departmental objectives, goals, processes, and procedures.

  • Participates in on-site inspections and project start-ups.

  • Examines buildings for code compliance.

  • Helps troubleshoot problems brought forward by Bloomington Facility Operations staff.

General Responsibilities


  • Provides highest level of operational leadership and coordination of assigned staff members to define engineering methodologies and standards; provides direction and guidance on high priority engineering projects/initiatives.

  • Establishes short-term business plans and long-term operational objectives, including managing project timelines/deliverables and developing resource plans for multi-project/multi-phase engineering initiatives.

  • Conducts a variety of personnel actions to include, but not limited to hiring, promotion, performance management, and dismissal.

  • Manages high level assignments and allocation of engineering resources, including negotiating and coordinating initiatives that involve staff in other departments/areas/teams; may coordinate large-scale engineering projects with a wide audiences in support of academic initiatives.

  • Makes budgetary recommendations/proposals based on resource needs and ensures cost containment.

  • Researches and stays up-to-date on new industry engineering standards, procedures, technologies, and safety measures; responsible for the implementation of new protocols/procedures to address business needs.

  • Works collaboratively with other engineering leaders across departments in recommending standards, best practices, and related policies/procedures.

  • Prepares management reports and summaries for senior administration, executive, steering and advisory committees; acts as advisor to executive committees; serves on various university committees, communities of practice, and task forces related to engineering.




Qualifications



EDUCATION



Required



  • Bachelor's degree in engineering

WORK EXPERIENCE



Required



  • 4 years in facilities management or engineering

  • 1 year of management experience in relevant field

LICENSES AND CERTIFICATES



Required



  • Possesses a valid driver's license and ability to be insured by Indiana University Upon Date of Hire


Preferred



  • Indiana Professional Engineer License Upon Date of Hire

  • LEED Accreditation Upon Date of Hire

SKILLS



Required



  • Advanced knowledge and understanding of engineering principles, methods, and techniques within broad area of specialty

  • Knowledge and understanding of all relevant federal and state laws, regulations, and operating guidelines

  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community

  • Ability to provide technical leadership and project management to engineering projects of high complexity and broad ranging scope




Working Conditions / Demands



This role regularly requires the ability to effectively communicate. This role frequently requires the ability to handle equipment. This role frequently requires the ability to remain stationary and ascend/descend ladders/stairs. This role requires the ability to move objects weighing up to 25 pound. The role requires the ability to detect items in close proximity as well as far away; discern between colors; detect objects in peripheral space of self; discern items in detail; and to have good depth perception. The person in this role must be able to perform the essential functions with or without an accommodation.

Advertised Salary



$105,000 - $115,000 annually
