Job Summary


The Executive Director of Off Campus Instructional Sites (OCIS) is a full-time, fiscal year position reporting to the Dean of Academic Support and Operations. The Executive Director provides leadership, management, planning, and advocacy for all off-campus instructional sites.


This position ensures that the OCIS are in compliance with SACSCOC standards, the college, TBR, and THEC policies. The Executive Director of OCIS will collaborate with other college offices to use institutional data to develop and implement strategies to increase OCIS enrollments and dual enrollment/dual credit offerings, especially in Fayette County, Millington, and Frayser communities. Additionally, the Executive Director will partner with campus offices to foster relationships with municipal partners such as chambers of commerce, k-12 school districts, and other community organizations. These relationships are intended to increase the College's presence and meet the needs of municipal areas, especially in Fayette County, Millington, and Frayser.



Job Duties



  • Leads OCIS strategic planning initiatives.

  • Ensures OCIS programs are consistent with the mission of Southwest and that activation, assessment, and deactivation of OCIS offerings are done in accordance with college policy.

  • Tracks and analyzes student enrollment, retention, and performance data; uses data to make informed decisions regarding academic programs and resource management.

  • Ensures adherence to SACSCOC Standard 14.3 (Comprehensive Institutional Reviews) which outlines the expectations for on-campus instruction to apply to programs offered through OCIS.

  • Ensures selection of programs to be offered at an OCIS is the purview of the appropriate academic division which is expected to provide necessary and sufficient oversight of the program to ensure the currency of the program, its courses, and resources.

  • Ensures each OCIS program results in learning outcomes appropriate to the rigor and breadth of the credential awarded. Each program offered through OCIS has procedures in place to collect and review identified student learning outcomes and to identify program improvements based on the data collected.

  • Commits to supporting implemented programs for a period sufficient to enable admitted students to complete the program (as long as financially feasible).

  • Ensures that all OCIS students have access to relevant library resources to support the courses in which they are enrolled and provides access to library support services that closely approximates that offered to on-campus students as outlined in SACSCOC standards 11.1 (Library and Learning/Information Resources) and 11.3 (Library and Learning /Information Access).

  • Ensures that all OCIS students have access to the range of academic and student support services necessary to support their successful completion of an OCIS course or program as outlined in SACSCOC standard 12.1 (Student Support Services)

  • Collaborates with the Center for Teaching and Learning Excellence to provide faculty development opportunities and support specifically related to the effective delivery and evaluation of OCIS courses and programs.

  • Deploys appropriate academic technologies for distance learning and addresses security, privacy and accessibility as outlined in SACSCOC standards 10.6 (Distance and correspondence education) and SACSCOC standard 13.8 (Institutional Environment).

  • Works closely with the Institution Accreditation Liaison to ensure Center and Site compliance with SACSCOC standard 14.2 (Substantive Change).

  • Ensures the appropriateness and sufficiency of physical resources at OCIS as outlined in SACSCOC standard 13.7 (Physical Resources).

  • Responsible for the hiring, supervision, evaluation, and supervision of off Campus Directors.

  • Supervises staff which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and providing hiring, termination, and disciplinary recommendations.

  • Collaborates with other college offices to ensure dual enrollment offerings are effective.

  • Serves on division and College wide committees. Develops and monitors division's budgets including grants.

  • May perform other duties and tasks as assigned.



Minimum Qualifications



  • Master's degree from an accredited college or university.


  • Minimum of five (5) years at the level of director or above leading college wide and or off-campus programs.


  • Three years of experience working with or supporting faculty and academic programs.


  • Two years of supervisory experience.




Preferred Qualifications



  • Demonstrated experience with SACSCOC accreditation standards, policies, procedures, and regulatory requirements.


  • Demonstrated project management experience.


  • Demonstrated use of data to inform strategic planning.


  • Demonstrated supervisory and managerial experience.


  • Community college experience.




Knowledge, Skills, and Abilities



  • Knowledge of modern and emerging technologies to support student learning.


  • Knowledge of business and management principles involved in strategic planning resource allocation, leadership techniques, and coordination of people and resources.


  • Skills in oral and written communication.


  • Ability to plan, organize and manage time effectively and to multiple priorities.


  • Ability to supervise, evaluate, manage, direct and provide effective leadership for Off-Campus locations that provide programs and services to our communities.


  • Ability to interpret and implement policies, procedures and guidelines.


  • Ability to prepare and analyze budgets and reports.


  • Ability to work independently without close supervision.


  • Ability to adapt with our ever-growing student, staff, and community populations.


  • Demonstrated interpersonal skills using tact, patience, and courtesy.
