ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc., and will be assigned to the Division for Heart Disease and Stroke Prevention (DHDSP), National Center for Chronic Disease Prevention & Health Promotion (NCCDPHP), at the CDC, located at 4770 Buford Highway NE, Chamblee Campus, Atlanta, GA 30341 to provide services to satisfy the program management and analytical objectives for DHDSP.


SCOPE OF WORK

The Program Management Analyst/Program Specialist will independently provide services to satisfy the program management and public health analyst objectives for DHDSP. The Program Management Analyst will apply routine qualitative and quantitative methods for assessing the efficiency and effectiveness of program policies, practices, and procedures. This work will also involve providing program management support for all programs, including cooperative agreements, across the Division.


MAJOR DUTIES AND RESPONSIBILITIES

  • Provide on-site technical assistance, consultation, and operational management support to carry out assignments associated with the activities of I) IIDSP. Specific responsibilities include but are not limited to the elements listed below.
  • Initiate new and renewal guest researcher packages. Monitor existing guest researcher contracts, fellowship employee dates of service, and all non-FTE staff assignments to maintain continuity of services. Ensure that packages are complete, follow federal policies and procedures, and that clearances, visas, and other required documentation are included for approval.
  • Maintain appointment calendars of CDC executive staff using manual or automated processes.
  • Conduct research on responses to inquiries, including those from the public, healthcare professionals, the media and Congress/legislators.
  • Schedule appointments independently and remind the manager of scheduled meetings.
  • Enter conference announcements into the ICAP system for staff to attend conferences, workshops, seminars and annual meeting. Arrange local meetings and site visits, requiring interaction and coordination with CDC internal scientists, other governmental agencies, and academic and other institutions. Make reservations, arranges for audio visual equipment, prepares and distributes meeting handouts, and arranges for other meeting support personnel or materials to be available.
  • Identify issues and develop recommendations to resolve substantive problems with the effectiveness and efficiency of work operations within DHDSP programs.
  • Plan and conduct studies of processes and management systems to evaluate existing policies and other analytical and operational activities related the I) HDSP mission. Review/edit written material for manager's approval, ensuring accuracy of grammatical content and proper formatting.
  • Serve as primary liaison between program and administrative offices, answering questions concerning policies and procedures for office services, responding to requests and shifts in priorities and commitments, and providing training to new Branch operational staff.
  • Maintain official files in accordance with CDC Files Maintenance Administration. Prepare 1350's for program to procure office supplies, printing, copying or other required services for the office.
  • Prepare foreign travel arrangements for staff personnel. Ascertain best travel schedule based on knowledge of employee preferences; ensure travel is the most convenient and economical and in accordance with Federal Travel Regulations. Assure travel plans are delivered to CIO staff offices in a timely manner, to ensure preparation of travel orders.
  • Maintain accurate reporting records and submit to the appropriate administrative office.
  • Summarize the content of incoming materials, or meetings to coordinate new information to program manager or staff.
  • Ensure requests for action or information are relayed to the appropriate staff member; interpret requests and make sure that information is relayed in a timely manner.
Requirements:

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor's degree in a relevant field with at least two years of experience in a relevant field, such as business administration and/or management, health administration, public health and/or health care administration, and project management required.

Required:

  • Experience related to heart disease and stroke prevention, or management of chronic health conditions strongly preferred.
  • Specific experience in public health or not-for-profit health/medical professional organization supporting program planning and budget administration, program development and management, and communications, publications preferred.
  • Ability to take ownership of work and perform independently.

Desirable:

  • Previous experience related to heart disease and stroke prevention strongly preferred.

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.

REQUIREMENT: Must be a United States citizen or permanent resident or have authorization for employment in the United States.
