Job Summary

This position will work with the Finance Team. IIE’s Accounting team is a critical element of IIE’s strategy to advance scholarship, build economies, and promote access to opportunities worldwide. The Accounting team, working with program management and infrastructure teams across the Institute, facilitates payments; drives financial processes and systems; helps ensure accurate reporting; and maintains compliance with accounting, regulatory, and audit requirements. The Finance Analyst, Billing and Revenue is responsible for revenue and billing functions including award setup, ongoing system processes for revenue and billing transactions, and customer/sponsored award reporting. The position requires analysis of financial data to prepare or review client invoices and help ensure accuracy of revenue and accounts receivable/prepaid revenue positions in financial statements. This role works closely with internal partners within Grants and Contracts, Cash Applications, Program Finance & Business Analytics, Pricing, General Ledger Accounting, Philanthropy, and Program teams to successfully manage awards from award setup through closeout.

Essential Functions:

• Analyzes and reviews invoices prepared by Program Finance and coordinates certification for submission. May submit some invoices directly to sponsors and through the USG Payment Management System (PMS).
• In coordination with Program Finance, prepares quarterly and semiannual SF425s and SF270s for government awards.
• Sets up revenue and billing plans during award setup and modification, and records invoices into the PeopleSoft System.
• Handles complex billing and reporting, as well as client-driven requests within assigned portfolio.
• Ensures all billings are accurate and in compliance with applicable FAR, Uniform Guidance, internal processes, and other contract requirements.
• Builds and maintains cross-functional team relationships to complete tasks successfully.
• Follows processes and procedures to ensure efficiency and strengthen internal controls.
• Implements ad-hoc reporting, as directed.
• Maintains accurate data in PeopleSoft and digital recordkeeping systems and off-line trackers.
• Provides year-end/ contract-end support as requested.

Job Requirements:

Qualifications and Experience:


Education and Work Experience:
• Requires a Bachelor's degree and at least two years of related work experience, or combination education and experience.

Required Knowledge, Skills and Abilities:

• General knowledge of contracts, revenue and invoicing, for both government and nongovernmental customers/sponsors.
• Experience with processing and validating project types and associated revenue and billing schedules: Time & Material (T&M), Firm Fixed Price (FFP), Cost Reimbursable (CR), Contribution, and Cost Plus Fixed Fee (CPFF)) invoices, required.
• Proficiency in Microsoft Office Suite, specifically with ability to run pivot tables, data validations, charts, and advanced formulas in Excel. Proven ability to create and explain financial reports and analysis.


Preferred Knowledge, Skills and Abilities:
• PeopleSoft experience, preferred.
• Previous experience in government billing and PMS environment, preferred.

Salary and Benefits:

Salary Range:$65,155 - $72,712. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
