Job Overview

  • This position serves as the point person for the NJEDA on all aspects of federal reporting for all ARP programs, inclusive of SSBCI and SLFRF, as well as other federally funded programs, maintaining relationships with internal and external stakeholders, and keeping abreast of all relevant compliance issues.
  • The Program Manager oversees a team that is responsible for monthly, quarterly, annual, and ad hoc reporting, as well as quality control and compliance functions for approximately $1 billion in federal funds.
  • The ideal candidate will have a background in federal compliance and reporting, strong written and verbal communication skills, and the ability to interpret and implement federal regulations.

$85,680 - $107,100

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a manager's approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.



Responsibilities

Duties

Daily Tasks and Responsibilities:

  • Coordinate reporting data collection and analysis
  • Perform compliance reviews of projects/funds proposed for utilization of SSBCI funds and provide approval if eligibility requirements are met
  • Oversee quality control review of files for all federal programs

Projects:

  • Provide guidance and subject matter expertise in the creation of new programs utilizing federal funds, i.e. The Green Bank) as well as any modifications to existing programs
  • Create SOPs and Policies and Procedures for new federal reporting and compliance functions and maintain/update existing procedures
  • Analyze reports to identify trends and make appropriate recommendations for process improvement or enhancement.

Goals and Objectives:

  • The success of this role will be measured though audit results, timely and accurate report filings, and the maintenance of policy documents.

Collaboration and Cross-Divisional Interaction:

  • The Program Manager will have high visibility both within and outside of the EDA. Outside of the EDA, this position will coordinate with UST, DCA, the Governor’s office and other relevant agencies to ensure up to date compliance.
  • The Program Manager disseminates critical compliance related information and guidance and collaborates across the EDA, with Product Owners throughout the lifecycle of their products as well as with Legal & Compliance, Closing Services, the Product Operations Team, the CFO and Accounting, and the Executive Team on a daily basis.

Reporting Structure:

  • This position reports to the Director of Federal Programs, Reporting & Compliance and has direct reports.
  • This is a fairly autonomous role. Program Manager performs the majority of daily project related reviews and makes operating decisions while policy and more complex project and program decisions require sign off from a manager.
  • Must complete annual self-assessment as required.
  • Performs other duties and special projects, as assigned.


Qualifications

Skills and Qualifications

Technical Skills:

  • Familiarity with various investment vehicles including private investors, lending, venture funding, etc. Limited Liability Corporations, Individual Investors and Trusts.

Soft Skills:

  • Exceptional interpersonal and presentation skills and the ability to effectively interface with a broad range of audiences including senior management, business, and industry partners, as well as individual customers and prospects.
  • Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling, and editing and foster communications with business professionals and EDA staff.
  • Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and EDA staff.

Experience:

  • 7+ years experience in federal compliance and reporting required.
  • Minimum 2 years of direct SSBCI experience, with program development, compliance, and administration.
  • Demonstrated experience in managing relationships with federal and state agencies.
  • Advanced degree or industry specific certification may be substituted for 1 year of experience.

Education:

  • Bachelor’s degree in business administration, Finance, Accounting, or related fields, and/or equivalent experience.

Software/Tools Proficiency:

  • NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred, with an emphasis on excel, CRM, and the ability to learn new software packages

Additional Information

  • Minimal physical demands and ability to work out normal business hours
  • Travel expected when necessary for business operations

Certificates and Licenses Required

  • Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
