Overview

We are currently seeking a senior professional to serve as a subject matter expert (SME) for the National Center on Subsidy Innovation and Accountability (NCSIA). NCSIA provides technical assistance (TA) to Child Care and Development Fund (CCDF) programs in developing child care subsidy systems that are child focused, family friendly, and fair to providers. The candidates chosen will be expected to contribute to WRMA’s collaborative, collegial work environment; maintain our high ethical and quality standards; and contribute to proposals and other business development efforts.

This position is based out of WRMA’s Rockville, Maryland office but is a remote/virtual position. The candidates must have consistent, daily access during core business hours to a working environment that is physically located in the United States and conducive to professional activities (regular video/audio meetings, tasks requiring quiet focus, etc.). Necessary hardware, software, and IT support are provided.



Responsibilities

  • Serve as a Subject Matter Expert on the CCDF child care subsidy program.
  • Deliver expert consultation, training, and TA to states, territories, and Tribes on program integrity and accountability topics, including the child care error rate.
  • Collaborate with internal and external partners to respond to requests for TA.
  • Work closely with the Office of Child Care and the states to support each step of the error rate review process and related reporting.
  • Research the source of errors and develop TA plans to help states with high error rates reduce their errors.
  • Plan for and develop TA and training products for states, territories, and tribes, such as national webinars, in-person presentations, and tools.
  • Conduct site visits with the states to help them understand and explore the cause of their errors and steps to mitigate them.
  • Lead and facilitate state or regional discussion groups (e.g., peer learning groups and open space sessions).
  • Partner with other national TA centers on delivery of training and TA.
  • Collaborate with NCSIA’s Equity, Inclusiveness, and Culturally and Linguistically Responsive Practices workgroup to ensure equal access to child care.
  • Remote work with occasional travel required.
  • Additional related duties as needed.


Qualifications



  • Bachelor’s degree; Master’s degree preferred. Degrees in progress will be considered.
  • 5+ years professional experience with CCDF programs, subsidy administration and financial management, and/or early childhood education programs. Expertise in program integrity and accountability topics, including error rate, required.
  • Commitment to the promotion of equity, inclusiveness, and culturally and linguistically responsive practices in child care.
  • Successful experience working as a part of a team and working effectively with persons from diverse cultural, social, and ethnic backgrounds in person and in distributed teams.
  • Strong technical writing experience; a writing sample will be required.
  • Excellent oral presentation skills.
  • Experience providing training, TA, information services, program monitoring/oversight, and/or process development support to diverse audiences.
  • Proficiency in Microsoft Office applications; experience with virtual meeting software such as Zoom, GoToMeeting/GoToWebinar, Microsoft Teams, a plus.
  • Strong skills in public speaking and communicating with a wide range of audiences.
  • Excellent attention to detail.

SALARY

Salary is determined commensurate with experience of the candidate. Benefits include health insurance, holidays, and vacation benefits for all full-time employees of 30 or more hours. The salary range for this position is $90,000 to $110,000 per year. While we provide competitive compensation, it's important to note that for new hires, salaries typically align with the lower end of the range, taking into account factors such as experience, qualifications, and internal equity considerations.
