POSITION SUMMARY

This position will provide non-academic support to Climate & Equitable Jobs Act (CEJA) program participants to ensure successful completion of training programs and transition to employment. Coordinate the Energy Transition Barrier Reduction Program to assist participants in overcoming barriers to successful program participation. Barriers reduction services may include, but are not limited to: transportation costs, childcare, technology assistance, driver's education, personal health services, emergency bill payments, legal assistance and tutoring. Develop a tool for assessing potential barriers to be administered during participant intake. Assess participants' barriers to success and partner with Workforce Development Coordinator(s) and design individualized barrier reduction plans for participants. Collaborate with campus partners and community-based organizations to coordinate referral and enrollment in barrier reduction services. Provide program completers with barrier reduction services for up to one year after completion to ensure successful transition to employment and job retention.




ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES

1. Coordinate all barrier reduction services for CEJA program participants to increase retention, training completion and transition to employment.
2. Establish partnerships with on-campus service providers and external community-based organizations to provide participants with barrier reduction services.
3. Work with internal and external service providers to establish a process for referring and enrolling participants in barrier reduction services.
4. Become familiar with local, state, and federal programs providing barrier reduction services. Understand eligibility determinations and assist participants in enrolling in services on the basis of need.
5. Develop a tool for assessing participants' barriers to training and employment success during program intake. Collaborate with Workforce Development Coordinator(s) and Employer Relations Coordinator to administer assessment and design individualized barrier reduction plans for participants.
6. Collaborate with Workforce Development Coordinator(s) and Employer Relations Coordinator to identify struggling participants. Provide participants with timely referral and enrollment in barrier reduction services.
7. Evaluate effectiveness of barrier reduction services and recommend changes to service providers and/or procedures as needed in order to meet performance measures. Monitor progress and take corrective actions as needed.
8. Maintain financial records for barrier reduction services including: creating and recording spend authorizations and expense reports, review of computer-generated reports, account/department analysis and/or reconciliations. Monitor expenditures and ensure compliance with College accounting, board policies and grant requirements.
9. Assist with program monitors and external auditors including during annual and year-end closing audits. Provide requested documentation and timely correspondence and draft responses to audit findings.
10. Track participant enrollment in and utilization of barrier reduction services to ensure accurate records for grant reporting and maintain grant compliance.
11. Train the CEJA program staff on supporting participants experiencing barriers and to refer those students to the coordinator.
12. Collaborate with partnering colleges and CEJA program providers to coordinate services, develop best practices, and share resources for barrier reduction services. Participate in local and state trainings to improve services supporting students in need.
13. Uphold core values of diversity, inclusion, accessibility and equity to increase access, enrollment and completion for program eligible persons.
14. Maintain high degree of discretion dealing with confidential information.
15. Perform other related duties as assigned.




MINIMUM QUALIFICATIONS

1. Bachelor's degree in social work, counseling, or related field.
2. Demonstrated successful experience working with people experiencing barriers to education and/or employment.
3. Strong interpersonal, communication, time, project management and organizational skills.
4. Willingness to work a flexible schedule, including some evening and/or weekend hours required.
5. Ability to establish and maintain cooperative and effective working relationships with other members of the college and community, displaying cultural competence as well as emotional intelligence.
6. Demonstrated commitment to the college's core values of respect and inclusion, sustainability, integrity, collaboration, humor and well-being, innovation and quality.




PREFERRED QUALIFICATIONS

1. Master's Degree in Social Work, Counseling, or related field with LCSW/LCPC highly desirable.
2. English and Spanish verbal and written communication proficiency.
3. Demonstrated multicultural competence.




PHYSICAL DEMANDS

1. Normal office physical demands.
2. Ability to travel between campus locations and to and from community events.
3. Ability to work occasional weekend or evening hours.




WORKING CONDITIONS

1. Duties are performed on the main campus and extended campuses; ability to work at all JJC locations required.
2. Duties are performed indoors in the usual office environment.
