The First Line Control role enables the Bank to embed dedicated control professionals into the First Line Units. These individuals will work with First Line Units and First Line Control Officers to ensure control requirements set forth in the Risk Management Framework are met, raise general awareness on control disciplines, and share control best practices with Banking Operations colleagues. General role activities include:


  • Control testing development and execution.


  • Test results reporting and remediation oversight.


  • Control performance trend analysis and root cause identification.


  • Controls-related training and guidance.


  • Support Risk and Control Self-Assessment (RCSA) related activities.


  • Control Inventory creation and ongoing maintenance.


  • Other responsibilities as outlined in the FLRO Addendum.


  • Develop testing scripts to determine if controls meet stated objectives and are performing in alignment with established risk tolerances.


  • Execute design and operational effectiveness testing of key controls in accordance with established testing plan.


  • Prepare and evaluate testing results, identify trends requiring escalation, and document root causes.


  • Coordinate remediation activities for identified control deficiencies and communicate to Bank Operations stakeholders.


  • Provide control-related subject matter expertise to support First Line Units in development, implementation, and enhancements of key controls.


  • Support First Line Control Officers and Banking Operations participation in RCSA process, specifically in control identification, control enhancement opportunities, control coverage gaps, and testing.


  • Assist in managing change to ensure an effective control environment.


  • Maintain general knowledge of the Risk and Control Self-Assessment (RCSA), Issues Management and Risk Management Framework programs.


  • Actively participate in risk and controls-related training and communication.


  • Test SOX controls, by ensuring controls are properly documented, understood by control owners, executed timely with quality, and managed.


  • Remain knowledgeable about business operational, compliance, and SOX risks, current and emerging.


  • Provide support for special projects and initiatives as appropriate.


Educations, Skills & Experience:


  • BS in Economics, Finance, Accounting, Business Administration, or related field required; advanced degree preferred.


  • Operational risk management, enterprise risk management, audit experience required, project management and banking experience preferred.


  • Able to manage and execute multiple complex projects within required timelines and expectations required.


  • High level of professionalism, ability to effectively influence and develop relationships across the organization.


  • 5 + years of experience working in a similar risk and control function either in first, second, or third line of defense.


  • Meaningful experience in Consumer or Commercial Banking Operations or related financial services field.


  • SOX testing experience, is a plus.


  • Requires someone who is control-minded, has the ability to identify areas of concern in the workflow process and who is process oriented.


  • Demonstrated conceptual thinking and analytical skills.


  • Good organizational skills and attention to detail


  • Ability to work in a fast-paced environment.


  • Ability to work independently in a continuously changing environment.


  • Excellent communication skills required.

  • Advanced PC/system skills including proficiency with Microsoft Word, Excel, PowerPoint, Visio


The estimated salary range for this position is $60,000.00 to $75,000.00 USD annually. Actual salary may vary up or down depending on job-related factors which may include knowledge, skills, experience, and location. In addition, this position is eligible for incentive compensation.
