GENERAL DESCRIPTION: Responsible for Health, Safety and Environmental concerns at Vallourec Tube-Alloy and directory of the HSE Program.
DUTIES:
Ensure SDS Logs are complete and placed at the required locations.
Ensure proper removal and storage of chemicals and hazardous materials from the Tube-Alloy locations including required manifests and documentation.
Ensure that Tube-Alloy meets all environmental regulations dealing with water runoff, hazardous material and air quality.
Manage environmental and safety forms and reports generated by outside services.
Manage reports for government agencies. (i.e. OSHA 300 log)
Participation in the HSE Steering Committees including management review.
Continual improvement of the HSE programs, including sponsorship of continuous improvement teams (CIT).
Audit Tube-Alloy facilities for HSE, based on 5S and overall plant organization and cleanliness.
Ensure Tube-Alloy First Aid Stations are properly maintained.
Ensure that all personnel have and use correct safety equipment for job being performed.
Coordinate Health, Safety and Environmental indoctrination training to new employees.
Manage the annual HSE training plan and coordinate training to fulfill the requirements including coordinating of the computer based training.
Promote the development and sharing of HSE related best practices internal and external to the site.
Participate in the site change management processes especially when changes have HSE impact.
Manage the QSE programs by working closely with operations management, site department heads and other staff to develop, sell and implement strategic plans for compliance and performance company wide.
Manage the performance metrics and implements tactical plans for compliance and performance improvement. Provide consultation for compliance and improvement for all departments and locations.
Provide direct assistance and training to site management teams in all matters pertaining to HSE performance and regulatory compliance.
Oversee development, implementation, and conducting of training programs to ensure staff understanding, acceptance and compliance with HSE policies and procedures.
Manage system for HSE corrective and preventive actions.
Ensure proper care of injured employees and facilitate incident investigations. Acting as the liaison between employees, physicians, management and Workers Compensation.
Assist with claims and reports for Workers Compensation.

REPORTS TO: QHSE Manager/Department Manager/ VP as applicable
QUALIFICATIONS:
EDUCATION: 5 years in an HSE or Quality related field required. BA/BS degree required. BA/BS degree in HSE or Quality related discipline preferred. Advance degree a plus. Education requirements may be satisfied through alternative education and/or previous job experience.
SPECIAL SKILLS: Knowledge of computer operations, able to read, write and comprehend detailed instructions. Must be able to execute multiple duties without immediate supervision. Must be knowledgeable of Health, Safety and Environmental regulatory requirements including loss control, risk assessment and accident prevention.
