This is a hybrid work opportunity. The Company feels that three shared days in the office and two days with the option of working remotely allows for both collaborative time and quiet space for deep work. Eligible employees for hybrid work are required to work in the office on Tuesdays, Wednesdays, and Thursdays. There may be a need for additional office days based on specific business requirement.
Job Description
The Developer Services Supervisor will lead the delivery of world class service to our customers and shareholders through involvement in the developer extension activity for the Connecticut Water Company. Leading the Developer Services Team by following established Company guidelines. The supervisor will perform the functions required for Developer Extensions and New Service Installation work in the State of CT. These functions include planning, design, processing, establishing and reviewing easements, and contract negotiation for water & sewer mains and services for new water main for private, state, and municipally funded projects. The supervisor will manage the project through initial customer contact, the completion of construction, reconciliation, to the end of the life of contract (typically 10 years). The supervisor will manage individual New Service Requests off existing water and sewer mains, as well as the Fire Flow Requests for all regions in CT.
Coordinate with developers, State and Municipal agencies (typically Health Department, DPH, DEEP, Housing Authorities, Environmental groups such as WPCA) and individual applicants in the state of Connecticut to prepare, analyze, and negotiate the design and plans of water main extension projects and new service connections.
Interpret regulations related to water service and water main extensions to ensure compliance with State and local authorities.
Direct department work by following established Company practices and policies, develop project cost estimates, design requirements, installation and material costs, and construction sequence, then evaluate and approve each step in the developer extension process.
Develop project budgets and ensure costs remain within budget on developer projects. Provide approval of final billing and refunds.
Analyze and design construction relocation of CWC facilities to satisfy requirements of state and local projects and negotiate, contract, coordinate and manage projects to completion.
Prepare and/or review contracts and applications related to water main extension and new service installation work. Evaluate process operation related to trends and costs for future use.
Coordinates project assignments of the Developer Services Team. Retains responsibility for direct management of the largest and most complex projects, as determined by the Manager of Distribution System Engineering.
Oversee consultant activities required for the inspection of water main extension project work and As Built documentation.
Manage the tasks, workload, and assignments of the Developer Services Team. Monitor work progress and performance, conduct Performance Appraisals, and provide frequent feedback to staff related to performance.
Maintain effective communication and customer service with Manager of Distribution System Engineering other departments, regions, contractors, consultants and agencies during planning, construction, and project closeout related to developer projects.
Approve and code for payment all invoices related to all projects that fall under Developer Services responsibility. As needed, verify construction costs including labor and consultant costs.
Perform periodic site visits to water main extension and new service installation sites to monitor construction activity, performance, and safety.
Represent the Company at outside regulatory agency, or other technical meetings and Represent Company at town meetings relating to Company plans or projects relating to water main extension work.
Review, interpret and improve CWC and Developer Extension policies, processes, accounting practices, rules and regulations, design standards, material specifications, WM Installation Specs, CIS process improvements and overall improvements to processes related to developer extension work.
Provide technical and operational assistance company wide.
Additional responsibilities as assigned
Two or Four year degree in related field strongly preferred.
Typically 10 years' experience in related field required.
Possess or obtain a Class III Distribution System Operator Certification within one year.
Ability to read and understand project plans.
Strong leadership skills
Strong computer skills.
Must have a valid driver's license.
Good customer service and communication skills with both internal and external contacts.
