Who are we looking for?
GHD has an exciting opportunity for a Proposal Manager to support the growth of our Architecture and Federal Services in the West Region. The selected candidate will work from our Sacramento CA, or Honolulu, HI office. The Proposal Manager will support pursuit and proposal activities and the development and implementation of pursuit plans and strategy.

Working with an energetic and hard-working team, this position offers a variety of work and will see you involved in:
Manage the proposal efforts for CRM clients throughout North America, including the Federal Government
Lead proposal strategy discussions and kick-off meetings for large pursuits and ensuring strategic win themes are effectively incorporated throughout the proposal.
Drive development and manage proposal team (technical leader, marketing coordinator, graphics, etc.)
Collaborate with team in the development of various proposal sections including Management, Personnel, Executive Summaries, and/or other Volumes as assigned.
Review RFPs and lead strategic win plan discussions with Project Managers and Technical Leaders
Facilitate proposal Go No Go and kick-off meetings
Facilitate Pink, Red team, and other reviews
Facilitate production and delivery of finished product, while complying with all RFP requirements
Lead interview strategy discussions
Manage the interview development and production process from start to finish
Leads and engages in project specific and client capture planning
Engages in the interview process to meet all client needs and align proposal themes and messaging with the knowledge collected throughout the positioning phase
Attends interview preparation and practice sessions; supports the team with presentation skills and delivery
Attends client pre-proposal and debrief meetings; shares lessons learned and best practices across teams
Skills and Experience:
Proficient in A/E Proposals with Standard Forms (SF330) and Brooks Act requirements
Proficient in marketing techniques (layout, graphics, strategy-to-win)
Proficient in Microsoft Word, Excel, PowerPoint, Visio
Proficient in Adobe Creative Cloud, Word, Excel, Outlook, PowerPoint, Photoshop, InDesign
Experience with GovWin, and Salesforce is preferred
Ability to manage and work effortlessly with Technical Leaders in any market and service line
Proven leadership and strategy development skills
Confident personality with the ability to think strategically and help teams develop sound marketing, pursuit and proposal strategies
Strong communication skills both written & oral
Good negotiation, problem solving, planning and time management skills
Strong organizational and time management skills
Even tempered in fast-paced, high-pressure environment
Consistent personal ethics: integrity, dependability, initiative, and quality
Qualifications:
Bachelor or Master's degree
Minimum 5 years of experience leading the proposal process from prepositioning phases through interview and driving teams to develop complaint and coemptive bids for an engineering, construction or professional services organization
Minimum 5 years experience with Federal Proposal Writing
