The Program Accountant is responsible for the accounting records related to behavioral health related programs under contract with counties, state or managed care organizations. This position works closely with the Director of Finance and respective program directors and managers in the areas of recording and tracking expenses, invoicing counties for payment, budgeting and budget compliance. The Program Accountant performs various accounting and month end general ledger procedures.
How will I contribute
Understand and monitor each assigned program contracts fiscal provisions. This could be cost reimbursed programs or fee-for-service programs, as assigned. Understand each assigned programs services and business model and funding. Review invoices received from Accounts Payable for appropriateness and proper recording. Review payroll postings for appropriateness and budget compliance. Prepare invoices (cost settlements) as required by county contracts. Develop and maintain a system of procedures for continuous examinations of relevant general ledger accounts pertaining to each programs cost reporting and invoicing. Assist in reviewing and compiling needed materials for financial audits, management, and other fiscal reports. Maintain and analyze statistical records as required by contract, for example full-time equivalents. Analyze and assess program revenue and expenses to assure accuracy and conformance with contracts and other funding sources in preparation for each monthly close. Perform month end general ledger closing and reconciliation procedures as assigned. Provide program financial statements and prepare a monthly financial review for program management. Meet with program management monthly to review financial performance and provide support as needed. Prepare other management reports or financial reports as necessary. Understand and monitor program funding sources such as county, state, federal or fee for service. Monitor receivable for timely and accurate collections. Work with Director of Finance, Accounting Manager, Executive Directors, Budget Analyst and Program Managers to ensure appropriate contract budgeting, budget monitoring and budget modifications. Lead junior program accountants. Develop and maintain desktop procedures to be shared with other accounting staff members. Maintain a level of expertise to easily handle other program contract accounting and voluntarily support and back-up for other program accountants. Other duties as assigned.
What I bring
Bachelors degree in accounting plus 7 years of progressive accounting experience. Excellent understanding of U.S. GAAP accounting and financial statements analysis. Strong knowledge of principles, theories and concepts of accounting for non-profit, healthcare or government organizations. Excellent in Excel, Microsoft Office software and GP or other accounting systems. Expertly troubleshoot and problem-solve accounting matters: Propose appropriate corrective actions and journal entries. Ability to prepare and analyze financial reports. Ability to present accounting information in an easy-to-understand format and lead financial discussions. Work is prepared accurately requiring few revisions. Able to accurately review the accounting work of other accountants. Must have excellent work ethic; willingness to work the hours necessary to get the job done, especially during period close and reporting cycles. Works independently as well as in a team-oriented, collaborative environment with minor supervision. Excellent organization and communication skills; interpersonal and written. Experience in not-for-profits, healthcare or government organizations. Preferred
