Job Summary

The U.S. Army Fires Center of Excellence and Fort Sill (USAFCOEFS), U.S. Army Field Artillery School (USAFAS), 428th FA Brigade, Fort Sill, Oklahoma is wanting to provide Advanced Individual Training (AIT) instruction to students in the MOS. Instructors will conduct academic instruction, provide input for updates/training to the Program of Instruction (POI), and maintain and update lesson plans. Instructors will provide instructions for the Field Artillery School (USAFAS) and teach skills, knowledge, and task proficiencies that students need to become MOS-qualified Soldiers and succeed as FA Soldiers.

Primary 13M Instructor Tasks:

  • The Contractor shall provide instruction to 13M MOS AIT students. All course materials will be provided for the instructors.
  • The Contractor shall follow the approved Programs of Instruction (POI) for 13M MOS and prepare to teach to standard the contents of each lesson plan subject. Contractor shall make modifications to adapt material to the needs of the class. Contractor shall ensure the total time, training devices used, and topics are in accordance with approved POIs and lesson plans. TRADOC Regulation 10-5 core functions and capabilities apply.
  • The Contractor shall present classroom and field instruction on the technical capabilities of the equipment and systems associated with each of the 13M MOS (AFATDS and AMP-V). The full spectrum of training includes but is not limited to classroom, hands-on, simulation/virtual, field environment and exercises, combat scenario driven, and live fire in a realistic and safe environment. This includes ensuring class begins and ends on time IAW the government approved schedule. Contractor instructors shall ensure all required resources are on hand and in good working condition NLT 15 minutes prior to beginning scheduled training.
  • The Contractor shall present classroom and field instruction on the preparation, operation, and maintenance procedures required for 13M MOS systems and equipment (AFATDS and AMP-V).
  • The Contractor shall present instruction on the individual and crew level skills, tasks, and duties necessary for the doctrinal employment and operation of the 13M MOS systems and equipment.
  • The Contractor shall administer examinations, evaluate test results, correlate test results of the students' ability, and provide recommendations to academic deficiency panels on changes and student status.
  • The contractor shall use prescribed texts, student outlines, advance sheets, worksheets, technical and field manuals, schematics, logic diagrams, and miscellaneous publications in preparation and conduct of ADA TADSS support. The contractor shall follow instructional techniques and procedures specified in United States Army Air Defense Artillery School (USAADASCH) regulations: TRADOC Regulation (TR) 350-6, TR 350-18, TR 350-70, TR 570-4, and school memorandum.
  • The Contractor shall analyze AIT individual and class academic duty performance and shall provide recommendations for improvement to the COR concerning course materials, methods of instruction, and performance evaluation when requested.
  • The Contractor shall conduct a periodic review of the POI for each of the specified 13 Series MOSs to ensure all materials and instruction agree with current, applicable doctrinal publications, and shall make recommendations to the COR to update the POI. Once approved by the Government, the Contractor shall incorporate the approved updates into the POI.
  • After completion of 13M Class the Course Manager (CM) will conduct an End of Course Evaluation Assessment (critique). The CM will provide a summary copy of the critiques to the contract lead, within 2 business days at the end of course completion.
  • The contractor shall be responsible to assist in preparation, set-up, and tear-down of necessary equipment, including vehicles prior to and at the conclusion of daily operations.
  • The contractor shall perform limited emergency repairs such as changing tires, fuse replacements, etc. Repairs are performed at the discretion and abilities of the operator, based on established procedures and the extent of repair needed.
  • The contractor shall clean vehicles and equipment when returning from field training, utilizing wash racks and pressure washing facilities. Drivers shall also clean cab and vehicle interior by removing trash and dirt, picking items up, and/or removing dirt and mud.
  • The Contractor shall ensure that loading/unloading and operation of military equipment/system vehicles is done safely and that cargo (e.g., supplies, materials) and military personnel are appropriately protected IAW established guidelines, rules, SOPs, and regulations.


Secondary TSDSS Operator Tasks:

The POI, Lesson Plans and Training Aids are current and up to date. However, when normal course material updates and changes occur, the contractor shall have 24 hours turnaround time as IAW TRADOC 350-70 and System Approach to Training (SAT) process to conduct the following if applicable:

  • The contractor shall analyze training materials to assure instructional techniques are effective and efficient. The contractor shall ensure training objectives are met using the (SAT) and train the trainer procedures. The contractor shall apply professional knowledge of educational psychology, learning theory, instructional design, and tests and measurements in developing and or updating compatible and educationally valid training materials. The contractor shall review and make recommendations to the COR as needed for the adoption of new techniques that shall improve instruction. Any suggested changes to be made to POI are routed through the 13-series school chief, to DOTD, and only approved by the FA Commandant.
  • The contractor shall introduce new equipment into the training program if directed by unit commander. The contractor shall ensure newly developed materials are consistent and accurate in content, and that requirements are commensurate with available resources. New equipment fielding is added into POI in coordination with DOTD and approved through the FA Commandant.
  • The contractor shall validate instruction prior to implementation. The contractor shall ensure draft technical lessons are technically correct, complete, and in accordance with prescribed formats and observe appropriate validation efforts to ensure technical accuracy.
  • The contractor employees assigned to operate Government-owned or Government-leased equipment in the performance of this contract shall be following the licensing requirements of the State of Oklahoma and local motor vehicle laws and certified, by the contractor and at the contractor's expense, as being fully qualified to operate the equipment which they are assigned. They shall not be issued an OF 346 or DA Form 5984–E. The Contractor shall provide documentation/ qualifications for all their employees (Valid Drivers' License or (CDL) to the administrative COR prior to the contract employee engaging in equipment operation. Contract employees shall also complete the Army's Accident-Avoidance Course, or a similar course produced by the contractor and approved by the local Government administrative contracting office no later than 30 days after contract award. The administrative COR will retain this documentation, in accordance with AR 600- 55 (01 May 2017) and Fort Sill Supplement 1 to AR 600-55.
  • The Contractor shall in coordination and approval from the COR review and prepare lesson plans for each period of instruction for which he/she is assigned instructional responsibility. Existing lesson plans are not to be changed without approval from the 13M MOS school chief or course manager. This shall reflect the material content and methodology required to achieve the instructional objectives, including:
  • Determining and selecting the instructional methods to best convey the course material (e.g. conferences, demonstrations, and practical exercises).
  • Constructing questions pertaining to his/her area of instructional responsibility for inclusion in course examinations.
  • Revising lesson plans to include updated course material, coordinating updates with other related courses of instruction.
  • Adjusting lesson plans to accommodate and motivate a diverse student population or allow for unavoidable circumstances, providing for minimal disruption to established course schedule.
  • The Contractor in coordination and approval from the COR, and with approval from 13M school chief and course manager shall conduct course material research, development, and update to include:
  • Researching training source material to ensure currency, adequacy, and accuracy of established course documents.
  • Researching lessons learned and evolving Field Artillery doctrine and procedures.
  • Conducting technical research in support of the Field Artillery to identify and/or validate training performance issues.
  • Assimilating current directives concerning new systems, doctrine, technical information and procedures and recommending changes in course content or course materials for maximum responsiveness of the training.
  • Evaluating the presentation of new or revised lesson material to ensure adequacy and appropriateness of content.
  • Assessing the impact of new material on other related courses of instruction.
  • Recommending changes to curriculum, student population, training requirements, equipment, tactics, or organizational structure.
  • Recommending appropriate scheduling of assigned course or performing coordinative duties as required.
  • The Contractor shall participate in Student Monitoring and Evaluation. The Contractor shall monitor and evaluate student progress including:
  • Preparing and administering formal and informal student evaluation
  • Reviewing evaluations for accuracy and appropriateness of material coverage and student understanding of the material.
  • Observing student classroom activities and participation, determining problems with student participation, and maintaining attendance information.
  • The Contractor shall monitor and evaluate effectiveness of courses including:
  • Monitoring and evaluating training effectiveness throughout course of instruction.
  • Analyzing course effectiveness and providing recommendations for any necessary changes in the assigned unit of instruction.



Requirements:

Minimum Qualifications

  • Minimum of five (5) years of experience in the 13M MOS within the last ten (10) years.
  • Possess a SECRET security clearance at time of hiring.
  • Proof of experience associated with the 13M Instructor. Qualifying experience can be from any or a combination of the below.
  • DD Form 214, Enlisted Records Brief (ERB)/Warrant/Officer Records Brief, Noncommissioned Officer Evaluation Report (NCOER), or Certificate of Completion (13M MOS Qualified).

13M MOS Certification Requirements

  • In accordance with TRADOC Reg 350-18, the proponent commandant must certify instructors IAW TRADOC Reg 350-70 and proponent-specific requirements contained in appropriate course management plans. Hence, all 13M MOS instructors shall be certified in writing by the 428th FA BDE Commander.

Contract instructors shall submit proof of completion of the following courses within the 90- calendar day phase-in period for new or Surge CLIN Instructors

  • Common Faculty Development Instructor Course (CFD-IC) (2 week / 10-day / 80- hour course) or other service school equivalent approved by the Fort Sill DOTD. This requirement may be waived on an individual basis if proposed instructor has attended CFD-IC or other Service school equivalent in the past 3 years and provides documentation to verify successful completion. In accordance with the FCOE directive- if the candidate has actively taught at a service school within the past 5 years. If the candidate has not actively taught at a service school within the past 5 years, they will be required to attend CFD-IC because of Army Learning Model 2015 (ALM 2015) curriculum that is now taught and implemented at the school.
  • Support Cadre Training Course (SCTC) (2-day course) (Government Provided Information – No cost to the Contractor).
  • Applied Suicide Intervention Skills Training (ASIST) – 2-day course given by the Brigade (BDE) Chaplain –
  • Ask, Care, and Escort Suicide Prevention Training (ACE) four (4) hour course given by Brigade (BDE) Chaplain (Government Provided Information – No cost to the Contractor).
  • Sexual Harassment Assault Response and Prevention (SHARP) (Government Provided Information – No cost to the Contractor).

Contract Instructors for 13M MOS below shall be qualified on and demonstrate the proper employment and operation of the listed Army equipment and systems associated with 13M MOS:

  • 13M: Multiple Launch Rocket System:
  • Digital Systems: AN/GHyK-63, VRC-92F, OE-254
  • Vehicles: M142 HIMARS, M207A1 MLRS, M9854A HEMTT, M989A1 HEMTT, M1084A1 RVSV, LMTV/FMTV, HMMVW

Physical Requirements and Work Environment

  • Normal classroom instruction and other locations across Fort Sill for field training.
