Responsible for procurement of subcontracts in support of Prime Contract, including the management of cost, schedule, FAR/DFAR compliance, and performance parameters. Implement sourcing strategies, assesses supplier risk (including but not limited to financial, performance and compliance related matters), and develop mitigation plans. Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepare bid packages, conduct bidders' conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, select or recommend subcontractors, writes awards, and administers resulting subcontracts. Negotiate and coordinate additions, deletions, or modifications to subcontracts. Participates with supply chain, finance and legal teams to develop and implement subcontract policies and procedures. Selects methods, techniques and evaluation criteria for achieving goals and objectives. Responsible for managing contract budget. Shall prepare supplier agreements and purchase orders for management signature and return executed documentation to subcontractors while maintaining copies of all such records.
Interacts with direct manager and/or group leader and works directly with other functions such as: contracts, program office, accounts receivable, finance, cross functional peers, and cross functional leaders.
Serve as the leader for all program's Subcontract activities and advise/communicate with senior management.
Build and maintain relationships with subcontractors, clients, and other business connections.
Maintain contract-related documents and correspondence.
Support cross-functional requests and inquiries (i.e., Contracts, Program Management Office (PMO), Business Development (BD), Engineering, Finance, Quality, Operations, Logistics, International Trade Compliance and Regulatory Government Compliance, Accounts Payable (AP), Property Management, etc.).
Provide Subcontract expertise in creating SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
Single point of contact to assigned POs, PO modifications, subcontractors, direct management, and to internal customers.
Coordinate the development of project subcontract management plans.
Complete understanding of program requirements and risks, milestones, period of performance, end customer requirements, Trade Compliance (ITAR/EAR), and subcontractor capabilities.
Reviews Subcontractor Statements of Work (SSOW) to ensure compliance and integrate specific subcontract management deliverables as applicable (forecast, timecard report, etc.)
Responsible for managing timely administration of subcontracts, purchase orders, contract modifications, request for proposals, negotiations, and processing of legal documents.
Supports program kick off and the preparation of kick off packages with guidance from direct management and based on program requirements.
Moderate accountability to perform program closeout of subcontracts related contractual obligations (e.g. CFE/GFE, deliveries, open commitments, residual material disposition), by completing program assigned actions.
Qualifications
Bachelor's Degree and minimum 6 years of prior relevant experience. In lieu of a degree, minimum of 10 years of prior related experience.
Related experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.
Proficiency with Microsoft Office Suite (Outlook, WORD, Excel, PowerPoint, etc.)
Must be able to communicate effectively with direct leadership and a wide array of professional levels and functions.
Previous DOD contracts experience. Knowledge of FAR/DFAR/ITAR laws, rules, and regulations.
Advanced knowledge and experience with various contract types (i.e., FFP, Cost Reimbursement, CPFF, CPAF, CPIF, Time & Material, Labor Hour).
Must possess or be able to obtain DOD Secret clearance with ability to obtain a DOD Top Secret clearance.
US citizenship is required.
