Education Req: Required -An Associate or Bachelor's degree is required. A Bachelor's degree in Business Administration, Transportation, Supply Chain Management, Logistics, or related field is preferred. Alternatively, candidates may substitute the degree requirement with three (3) years of relevant work experience, in addition to experience requirement outlined below.



Experience Req: Required-Five (5) years of experience managing operations for a company's entire supply chain, including logistics planning, warehouse and inventory management, budgeting, carrier relationship management, staffing, and continuous optimization of logistics operations. Preferred-Experience as a first responder, emergency management/response, or contingency operations is preferred.


Required ICS Courses:
• ICS 100 - Introduction to Incident Command Systems
• ICS 200 - ICS for single resources and Initial Action Incidents
• ICS 700 - National Incident Management Systems (NIMS) and Introduction
• ICS 800 - National Response Framework, An Introduction
• *ICS 300 - Intermediate ICS for Expanding Incidents (must be completed upon hire)
• *ICS 400 - Advanced ICS Command and General Staff - Complex Incidents (must be completed upon hire) *May be waived upon hire, however required to be completed within 3 months of hire or will be terminated due to noncompliance.


Summary: National EMR consistently seeks talented and hard-working individuals who are eager to assist impacted communities and first responders on an "as needed basis" as reservist employees. Reservists are part of an elite, all-hazards response cadre who are available to work intermittently, commit to working when needed, and travel/deploy within 24-48 hours. The cadre plays a key role in keeping National EMR ready to deploy the right people in the right jobs quickly in an emergency management situation. These situations could include hurricane responses, mass shooting(s), wildfire responses, and more. As a company we have responded to every major US incident that has occurred in the last 25 years. National EMR was built on the premise of filling gaps and serving those with the greatest needs in a disaster. National EMR has spent most of our time in the emergency support functions (ESF) of mass care, emergency assistance, housing, human services, public health, and medical services as our core mission areas. Reservists are responsible for maintaining personal readiness and your "active/eligible" status. Reservists will be entering into a fast-paced, ever-shifting, high-pressure environment. Reservists are expected to perform well, make informed decisions, and be prepared to work nights, weekends, and holidays.
To successfully perform the essential functions of a reservist, the employee may be expected to perform the following, with or without reasonable accommodations, in accordance with the Americans with Disabilities Act of 1990.



Responsibilities and Duties:

1. Understand and adhere to the National EMR Policies and Procedures Manual, Uniform Handbook, and Operations Manual.
2. Foster a culture that encourages team members to work safely, identify potential hazards, and report safety concerns immediately to their direct chain of command.
3. Represent the Logistics Section on the Command and General Staff and demonstrate expertise in the logistical requirements of all-hazards incident response to include, but not limited to mass sheltering, distribution of commodities, site survey and preparation, Federal Medical Cache administration, safe transport and routing of personnel and resources in and around disaster impacted areas, and sea and aerial port of embarkation/debarkation.
4. Responsible for the readiness of all mission systems at a 90% mission capable rate and ensure those resources are prepared to deploy within two hours and self-sustain for 72 hours.
5. Responsible for the coordination and management of all logistical activities related to the flow of goods and services during steady-state and incident response operations.
6. Oversee, participate in, contribute to, and assume any or all responsibilities as assigned or directed relative to inventory, tracking, maintenance, coordination, service delivery, and any other processes necessary involving company resources in steady state and response.
7. Monitor staff activities to make sure operations flow smoothly, instruct accordingly, and motivate them to perform. This will involve participation in recruitment and hiring new workers/reservists within logistics.
8. Establish and lead operational readiness program to ensure mission readiness of assigned resources.
9. Establish and lead occupational safety and operational risk management programs.
10. Establish and maintain standard operating procedures (SOPs) pertaining to logistics that will guide key processes for all personnel to better standardize/improve operations.
11. Effectively manage budgets and requisitions and track costs of supply chain operations based on projected demand for products or services.
12. Ensure that all products are sourced, procured, and delivered on time based on the response needs, within budget, and according to specifications outlined in the request.
13. Ensure inventory levels and logistical processes are appropriate and meet demands of end users utilizing best practices to maintain supply balance. Evaluate ratios/par levels as necessary based on strategic planning efforts for preparedness and response.
14. Identify system and process inefficiencies to identify/implement new methods to optimize the supply chain within steady state and response operations.
15. Maintain close relationships with vendors, suppliers, and partners to obtain personnel, equipment, supplies, resources, materials, and services that meet the mission assignment with availability at the best rates.
16. Ensure compliance with all federal and state regulations regarding shipping and transportation of all types of cargo, materials and assets is met within the DOT guidelines.
17. Conduct Watch Officer rotations and support activities as needed.
18. Determine the feasibility of asset acquisition and develop schedules (price lists) for logistical resources for sale and for contract reimbursement purposes in coordination with Finance.
19. Ensure prime customer service and support for logistical requests approved by the President to FirstDay Foundation and its affiliates, including outside organizations/jurisdictions with resources.
20. Other duties as assigned.



Requirements:

1. Adhere to acceptable standards of professional integrity and accountability in the workplace, and comply with all federal, state, and local laws, rules, and regulations in all duties.
2. Provide proof of valid driver's license and driving record in good standing with no restrictions (subject to review annually).
3. Demonstrate the ability to:
a. Respond sensitively and competently to the service population's cultural and socio-economic characteristics.
b. Work collaboratively with other staff members, service providers, professionals, and clients.
c. Maintain professional people skills and non-verbal communication skills.
d. Communicate effectively, verbally and in written form, in English.
e. Work in a fast-paced environment while maintaining control and professional composure and making decisions based on the needs of the program and service population.
f. Maintain intermediate to advanced computer literacy (specifically Microsoft Suite).
g. Be detail oriented and organized.
h. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
i. Utilize a variety of communication systems to provide situational awareness across the response (cellular, two-way radio, satellite, etc.).
j. Perform physical activity such as extensive walking, stretching, bending, and occasionally lifting and/or exceeding 50 lbs.
k. Work extended hours and/or non-traditional hours (Ex. Weekends, evenings, holidays, in austere conditions).
4. Must successfully pass a scheduled or spontaneous drug screening.
