Job Description:

This position is located on the Beebe campus, is non-exempt and reports to the Director of Human Resources. It is responsible for developing and maintaining written human resources and payroll processes and procedures for Arkansas State University-Beebe. The incumbent assists employees with human resources and payroll issues. The Human Resources & Payroll Specialist is responsible for creating and maintaining electronic forms, mapped processes, and paper forms for both human resources and payroll. This position serves as the first point of contact for the office and provides administrative support to the Director of Human Resources and other staff. Project participation and committee service are required as needed or appointed.



KEY RESPONSIBILITIES:



HR Administration


o Coordinates and conducts the orientation process for part-time and student workers including paperwork, compliance and other processes

o Processes and tracks all Employee and Dependent Tuition Discount requests

o Coordinates the onboarding process for all new hires

o Maintains employee records and files in compliance with employment laws

o Resolves human resources related issues as needed



Payroll Administration


o Accurately processes payroll, including calculating wages, taxes, deductions, and benefits

o Ensures timely distribution of paychecks and direct deposits

o Maintains payroll records and applicable reporting

o Accurately and timely files payroll taxes and benefit withholdings

o Assist management, faculty and staff with payroll related issues



Compliance & Reporting


o Ensures compliance with all applicable employment laws and regulations

o Stays current on ASU System policies and practices to provide the college community with basic information when required

o Completes I-9 forms, verifies I-9 documentation and maintains I-9 files

o Maintains accurate employee records and documentation

o Tracks professional development for all employees



Administrative Tasks


o Serves as initial contact for in-person visitors

o Answers the phone

o Provides exemplary customer service for applicants, employees and visitors

o Retrieves and distributes mail

o Makes copies, files, scans, and emails documents as well as performs other clerical functions

o Provides administrative support for Human Resources and Payroll



HR Projects


o Assists with various projects including performance appraisals and employee surveys

o Creates and maintains Human Resources' standard operating procedures and DocuSign forms

o Other projects as necessary



Other


o Completes verifications of employment, concurrent employment authorizations and oversees the education discount process

o Serves on committees as assigned

o Completes other tasks as necessary or assigned

Required Education/Experience:


  • Associate degree in Business, Communications, Accounting, or other business related degree is required while a bachelor's degree is preferred.

  • Minimum of three years of in person customer service experience, two years of human resources experience, or one year of supervisory experience.

  • Higher education experience preferred but not required.

  • Experience with highly confidential information is desired.

  • SHRM or HRCI certification is a plus.

  • This position will require travel between all Arkansas State University-Beebe campuses on an as needed basis and requires a valid unrestricted Arkansas Driver's License.
