Under the general direction of the Senior Manager of Construction or Director of Construction, the Construction Project Manager (CPM) is responsible for the managerial and administrative aspects of planning, organizing, directing, and executing new construction projects. This role involves identifying and tracking budget changes, monitoring project progress, and overseeing the implementation of overall design plans. The CPM will provide recommendations for recovery schedules, value engineering of design elements, and assess project risks while collaborating with team members to enhance safety measures.
In addition, the Construction Project Manager will interact with the Authority’s consultants, engineers, parking and retail vendors, and various regulatory agencies, including the FAA, to effectively represent the Authority’s interests. The CPM will maintain confidentiality during contract negotiations and procurement activities. This position is critical in ensuring compliance with plans, specifications, and contractual requirements while coordinating construction activities across multiple stakeholders and managing public impact.
ESSENTIAL FUNCTIONS
Responsible for their subordinate employee’s welfare and care, individual training in the conduct of their duties and mentoring.
Reviews subordinates work performance, conducts open and honest performance check-ins, appraisals, initiates corrective action or discipline as necessary.
Ensures subordinates meet authority standards in personal appearance, maintains and accounts for equipment as instructed.
Review and address administrative and operational issues to ensure construction projects are completed on schedule.
Oversee construction for compliance with approved plans, specifications, and submittals, including structural, architectural, MEPF systems, civil works, and FF&E. Ensure corrective actions are taken to address any deficiencies.
Read and interpret construction plans, specifications, Requests for Information (RFIs), Architectural Supplemental Instructions (ASIs), Engineering Supplemental Instructions (ESIs), and test results.
Oversee compliance with safety plans, work plans, and applicable safety standards throughout construction.
Attend preconstruction conferences with contractors to review plans, specifications, drawings, and proposed implementation methods.
Facilitate meetings with all stakeholders, including contractors, construction staff, tenants, airlines, and other Authority departments to resolve any issues.
Communicate concerns regarding contractor performance and compliance with contract documents to Project Management.
Oversee construction activities to ensure the safety of the public, employees, and workers.
Monitor construction activities to safeguard the Authority’s assets throughout the project lifecycle.
Develop and manage strategies for effective communication with key internal and external stakeholders.
Track and monitor adherence to State and Federal programs, ensuring compliance with all regulations.
Oversee the contractor's pay application approval process and negotiate the contractor’s Schedule of Values.
Provide leadership for the airport’s construction program, guiding day-to-day operations, administration, and decision-making.
Develop and implement new policies and programs to monitor and ensure contract adherence effectively.
Represent the Agency in weekly and monthly meetings with contractors and designers.
Work with project inspectors to ensure contract compliance and continuity.
Coordinate construction-related activities with tenants, crafting written notifications and conducting face-to-face meetings as necessary.
Coordinate and notify tenants and fellow departments when services are being impacted or interrupted due to construction activities.
Regular and reliable attendance is required as an essential function of the position.

COMPENSATION
$95,000-$105,000 annually, based on experience
REQUIRED FOR ALL HCAA JOBS
In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
Complies with all HCAA Policies, Procedures, and Standards.
Seven (7) years of experience in the field of construction management.
Two (2) years of supervisory experience.
Or equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below.
Must possess a valid, current Florida Class E Driver License when operating an Authority vehicle or driving on behalf of the Authority.

PREFERRED QUALIFICATIONS
Bachelor’s Degree in Construction Management, Engineering, Architecture or related field
Five (5) years of experience in the field of construction management.

Proficient knowledge in the use of Windows and Microsoft Office software (Word, Excel, Projects, and Outlook).
Knowledge of Project Management Software (Kahua, Pro Core) and Bluebeam software
