The Electronics Group of the Purchasing Department is responsible for the solicitation, negotiation, award and document purchase orders in compliance with SwRI policies as well as in compliance with Government regulations.
Objectives of this Role:
As the procurement expert, be able to process various large dollar and complicated orders including performing complex price analysis, locate/select qualified sources and work with short deadline while following all institute and government policies and procedures.
As experienced buyer, conduct regular meetings with internal end users/divisions to gather procurement needs as well as frequent meetings with the strategic vendors and collaborate with other departments.
Be comfortable to communicate with vendors and divisions to gather and discuss Statement of Work (SOW) or Technical Specifications.
Ability to flow down proper terms and follow Matrix to negotiate terms and conditions.
Strive to find and implement ways to improve work efficiency.
Daily and Monthly Responsibilities:
Use purchasing system to set up Purchase Orders, expedite orders, resolve order issues and other procurement tasks.
Send out request for proposal as necessary; perform supplier sourcing as needed.
Process large dollar complex orders and backup for all buyers in the group.
Adhere to SwRI business and desktop guidelines.
Guide junior buyers and assist with their order issues.
Communicate with internal end users to set priorities, expectations, and advise on policies and procedures as well as handle their issues and concerns.
Requirements:
Requires a Bachelors or a Masters degree in Business or a supply chain related degree, MBA preferred.
6+ years: Demonstrated experience administering, negotiating and awarding Government Contracts/Orders. Working knowledge and experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARs).
6+ years: Demonstrate high quality written and oral communication. Proficiency in Microsoft Office, especially Excel and Word.
Demonstrated experience in a lead role.
A valid/clear driver's license is required.

Must be a U.S. person (i.e., U.S. citizen, non-U.S. citizen national, lawful permanent resident, asylee, or refugee) due to ITAR work in section.
