The Hampton Roads Connector Partners JV (HRCP) consisting of VINCI Construction, Dragados, and Flatiron has been selected to construct the $3.3BN Design Build project -the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).


The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45 diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America.


No two jobs are the same! You will be responsible for a variety of cost engineering tasks on the Hampton Roads Bridge-Tunnel Expansion mega-project, the largest in the history of Virginia State, preparing forecast projections as one of the right hands of the area project manager, monitoring performance productivities, analyzing deviations, supporting to estimate claims, preparing project controls reports to upper management and multiple related cost tasks with the supervision of your Cost & Forecast Manager.



PRIMARY RESPONSIBILITIES:



  • SPE & SIE: Assist to Area PM & Deputy Forecast Manager regarding SPE (forecast) and SIE (accounting) in house economic system and reports.

  • Change orders/claims: Prepare support/back up for change orders/claims to Contract Manager and Cos Manager in coordination with each Area PM.

  • Tracking quantities: To revise remaining quantities for forecast analysis and provide with monthly performed quantities to the Progress Engineer in coordination with field engineers of each area.

  • Monthly Closing: Prepare/ review pre-closing & closing files requested by the Branch Office in coordination with the each Area Senior Accountant. Ensure that project charges are correctly represented for accounting's closing process.

  • Monthly Follow-up (deviations): to prepare the monthly SPE follow-up report (deviation analysis) in coordination with the Project Manager of the area

  • Weekly productivity and cost meetings: To hold weekly cost meeting with field supervisors and Area PM to analyze the incurred productivity, cost and deviations from the previous week.

  • Subcontractors: Review Change Orders and Payapps (work executed and invoices submitted by subcontractors) in coordination with field engineers of each area to verify what is to be submitted for payment application.

  • Cost-coding: Open and circulate cost codes and monitor that the costs are tracked properly.

  • Quotes: Review quotations utilizing supplier information, cost standards, technical information from quality, manufacturing, engineering, and design.

  • Other tasks: Executes additional duties and responsibilities as assigned.




REQUIREMENTS:



Required


  • Bachelor's Degree in civil engineering from an accredited institution.

  • Minimum 1-2 years of experience within a construction firm.

Preferred

  • Knowledge in HCSS or any other estimating software preferred

  • Strong command of Microsoft office suite SW - Excel, Word, PowerPoint

  • Organizational ability - able to plan, prioritize, schedule, organize, and prioritize activities

  • Willingness to learn - ability to receive instruction and apply knowledge to complete tasks with minimal supervision, seeks feedback and opportunities to improve and develop her/his career in project controls (cost/forecast/schedule control) field

  • Problem solving - identifies critical issues, seeks relevant information, generates alternatives, logically weighs options

  • Clear communication and teamwork - excellent oral presentation and written skills, listens, relays information and ideas clearly, and works effectively and cooperatively with others

  • Dependable with an emphasis on producing quality work - works diligently against deadlines, sets goals and achieves them, persists through obstacles, ensures work is timely and accurate
