Overview
Lynker is seeking a talented Contracts Administrator to come join the Lynker Family. As a Contracts Administrator your primary responsibilities will be in a dual role to provide cradle to grave client contract and subcontract administration. This position reports directly to the Director of Contracts and the ideal candidate will be able to support clients and partners in the U.S. East Coast time zone, between 9am – 5pm.
Responsibilities
Duties of the Contracts Administrator will include the Following:
Review client RFP/RFQ packages and provide comments, as necessary. Submit proposals directly to the client that have been prepared by the Operating Division(s).
Review contract award documents, modifications from federal, state and local and commercial and international clients, for acceptance.
Obtains all necessary internal approvals of contract documents using DocuSign following the corporate authority matrix.
Prepare client or subcontract briefs, as applicable by entering data into Contract Management Data System (i.e. Contract Insight) for internal distribution and store all related contract documents in the same Contract Management System.
Prepare and administer subcontract agreements, subcontract task orders, and consulting agreements.
Generate, issue and manage purchase orders using the company accounting system for subcontract agreements and consulting agreements.
Maintain contract files and ensure compliance with government and company policies.
Review prime solicitation packages, draft subcontract solicitation packages to support prime proposals and create subcontract documents that incorporate appropriate prime contract flow downs and company provisions.
Prepare Memorandums of Negotiation, Subcontractor Checklist and Price Analysis of subcontractors pricing to obtain consent to subcontract, as required.Provide timely and accurate subcontract status to management.
Support Subcontracting Plan initiatives with Small Disadvantaged, and Small Woman-owned Businesses as required.
As primary interface, one will be expected to apply ingenuity and innovation to develop solutions to complex client contract and subcontract problems.
Analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards and administers resulting subcontracts, ensures compliance to all internal and Government (FAR) Procurements Regulations, monitors Subcontractor performance and initiates corrective action measures when necessary.

Qualifications
The Ideal Contracts Administrator will have the Following:
Bachelor's Degree in Business Administration or a related discipline, or HS Degree and the equivalent combination of education, professional training, or work experience.
3+ years related experience in Federal Government contracts administration.
Familiarity with utilizing DocuSign a plus.
Familiarity with Microsoft NAV Accounting System a plus.
Familiarity with Contract Management Systems (i.e. Contract Insight) a plus,
Intermediate to advanced skill level with MS Office (Word, Excel, PowerPoint), SharePoint. Experience with Google Mail, Google Docs a plus.
Comprehensive knowledge of the practices, procedures, and processes involved in client and subcontract administration.
Comprehensive knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned subcontracts, including FAR, applicable Agency Supplements, and CAS.
Effective administrative and organizational skills.
Effective communication skills.
Ability to operate and negotiate independently
Ability to work with varying seniority levels, including staff, managers and external partners
