Job Description




Position Overview



As a Senior Manager on the Environmental Compliance and Strategy (ECS) team, you will support internal teams with National Environmental Policy Act (NEPA) compliance for clean energy (e.g., wind, solar, hydrogen) and transmission projects in the United States. With an increasing number of projects triggering federal environmental review, this position will serve as an internal resource and NEPA expert for project teams, directing and guiding NEPA compliance across multiple projects, where and when necessary. At times the position may manage and oversee the work of external consultants who are developing NEPA documents. You will also contribute to the development of NEPA strategies and best practices for the company and advise on federal NEPA legislation and policies. The successful candidate will have a thorough understanding of NEPA and the intersection of NEPA with other federal environmental laws, such as the Endangered Species Act (ESA), the Clean Water Act (CWA), and the National Historic Preservation Act (NHPA).



Responsibilities



  • Provide technical expertise and assistance to project teams on the approach to NEPA compliance for clean energy (e.g., wind, solar, hydrogen) and transmission projects.


  • Review NEPA milestone schedules and budgets prepared by project teams and provide input.


  • Advise project teams on the intersection of NEPA with other related federal environmental laws and regulations, such as the ESA, CWA, and NHPA.


  • Provide input to project teams regarding the appropriate level of NEPA documentation (categorical exclusions, environmental assessments, and environmental impact statements).


  • Provide direction to project teams regarding public engagement strategies associated with the NEPA process.


  • When needed, oversee the preparation of NEPA documents prepared by consultants and provide QA/QC for deliverables.


  • In coordination with project teams, develop agency engagement strategies to advocate for the company's position on elements of the NEPA process (e.g., level of documentation, connected actions, alternatives, impacts, and mitigation).


  • Stay updated on the latest developments and best practices in NEPA law, regulation, policy, and guidance and provide training and education to internal teams.


  • Participate in the review of emerging NEPA legislation, policy and guidance and assist with the development of industry and/or company comments when warranted.


  • Represent the company on industry groups such as American Clean Power (ACP) on NEPA topics.





Requirements



  • 6+ years of professional experience in NEPA


  • Bachelor's Degree


  • Experience and expertise interpreting and applying other federal environmental laws (ESA, CWA, and NHPA), guidelines, and policies.


  • Demonstrated experience developing innovative strategies for environmental compliance for complex infrastructure projects.


  • Ability to effectively prioritize multiple tasks and make independent decisions that promote/advance company and project goals and objectives.


  • Must be self-directed, with the ability and desire to work independently and effectively in a team environment.


  • Able to act and adapt to a fast-paced business environment with competing deadlines, and quickly learn and implement internal processes.


  • Strong attention to detail, assuring documents and communications are concise and accurate.


  • Ability to interpret environmental data and identify potential project risks.


  • Eligible to work in the United States without the need for employer visa sponsorship now or in the future.





Preferred



  • Advanced degree in biological science/natural resources/environmental policy or environmental law degree.


  • Working knowledge of resource avoidance and minimization measures for the development and construction of utility-scale energy projects.





Salary Range



$142,000 - $165,000
