ABOUT THE POSITION

The Riverside University Health System-Behavioral Health Department has an immediate opening for a Licensed Vocational Nurse with the Long Term Care division.

The RUHS Long Term Care program facilitates placement from hospitals to the most appropriate and least restrictive level of care for adults aged 18 and over who are conservatees with serious mental illnesses, requiring hospitalization or out-of-home placement under the Pubic Guardian. The program collaborates closely with the Public Guardian and the medical team.

We are seeking a dedicated professional to join our long-term care department, working closely with the elderly population, including individuals diagnosed with dementia and severe mental illness. This role requires the ability to drive to various facilities, conservatorships, and perform home visits within the Riverside County and outside the county. A valid California driver's license is required.

Work Schedule:
9/80, with every other Friday off
Monday to Thursday - Hours: 8:00 am to 5:30 pm
Friday - Hours: 8:00 am to 4:30 pm

EXAMPLES OF ESSENTIAL DUTIES

Conducts visits to IMD, SNF's, and board and care facilities.

Arrange for the transportation of conservatees for medical appointments, community placement, or as necessary.

Consults as needed with clients, facility staff, conservator, family members, any outside organization such as B&C, acute hospitals, outside clinics, and Supervisor/LTC staff.

Conduct environmental assessment to determine the cleanliness of the home, potential health hazards, and make recommendation to address those areas.

Discuss medical condition, treatment, and patient rights with the conservatee.

Discuss the conservatee's medical treatment with the treating physician, staff, and care providers.

Administer injectable medications to conservatees under the supervision of the LTC psychiatrist.

Participate in conservatee's treatment meetings at acute hospitals, skilled nursing facilities, and community placements.

Refers for benefits if assigned as Person and Estate with Public Guardian, Veterans and/or emergency funding or Life Support (as needed).

Consult with family, caregivers, and facility administrator regarding any issues or concerns regarding the conservatee.

Upon request from deputy staff, conduct assessments to determine the need for treatment.

Conduct monthly visits to ensure the medical needs of the conservatee are being met.

Review medical charts and assessments to determine whether or not the conservatee is receiving adequate care.

Review the conservatee's prescription medications to ensure that the medications and/or medication interactions are not likely to cause adverse side effects for the conservatee.

Interpret medical reports to Deputy Public Guardian staff, as needed.

Report any care deficiencies observed at the community care facilities to Community Care Licensing.

Drive to facilities where conservatees are placed and conduct home visits within Riverside County and outside the County.

MINIMUM QUALIFICATIONS
Experience: At least one year of successful experience as an LVN, preferably in a mental health clinic environment.

Knowledge of: Current principles, techniques and procedures used in vocational nursing within the scope of the Nurse Practice Act for vocational nursing; medical terminology, acute care procedures and equipment; medication administration and any policies and procedures of the setting assigned.

Ability to: Skillfully perform the full range of vocational nursing duties and responsibilities within the scope of the Nurse Practice Act for vocational nursing; learn and follow policies and procedures for the setting assigned; establish and maintain effective working relationships with physicians, mid-level providers, registered nurses, patients, and co-workers; complete and maintain reports and patient records; make observations of situations accurately and report them so effective action can be taken according to rules of documentation and policies and procedures.

Other Requirements:
License : Possession of a valid California Vocational Nurse's License issued by the California Board of Vocational Nurse and Psychiatric Technician Examiners.

Certificate : Possession of a valid Basic Life Support (BLS) certification issued by the American Heart Association for professional healthcare providers.

A valid California Driver's License is required for this position.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)

    4< 9 years = 120 Hours (15 Days)

    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
